Evaluasi Penyusunan Laporan Kinerja (Studi pada Pemerintah Kota Jayapura)

Pencapaian kinerja dalam pelaporan AKIP dipakai untuk mengukur kinerja organisasi berdasarkan program dan kegiatan yang dilaksanakan pemerintah daerah dalam mencapai sasaran, tujuan dari visi dan misinya menggunakan model logika, dan OPM dan M atau cetak biru kinerja. Kinerja Pemerintah Kota Jayapura dapat diukur dari kualitas indikator kinerja dan keselarasan dari sasaran pada dokumen perencanaan sampai dokumen pelaporan serta faktor-faktor penghambat dan pendukung laporan kinerja.
Hasil penelitian menunjukkan bahwa indikator kinerja Pemerintah Kota Jayapura belum menunjukkan keselasaran mulai dokumen perencanaan sampai pelaporan. Indikator kinerja utama yang dilaporkan pada laporan akuntabilitas kinerja Pemerintah Kota Jayapura pada 2013 dan 2014 menunjukkan basis pelayanan langsung kepada masyarakat (51% dan 54%) berbeda tipis dengan kegiatan pelayanan (49% dan 46%).
Achievement of performance in the Report on Accountability Performance of Government Institutions is used to measure organizational performance based one programs and activities conducted by local governments to achieve goals, objectives of the vision and mission using logic models, and OPM and M or performance blueprint. The performance of the Government of Jayapura City can be measured from the quality of performance indicators and alignment of objectives from planning documents through reporting documents as well as the inhibiting and supporting factors of the performance report. The research results indicated that the performance indicators of the Government of Jayapura City were not yet in alignment from planning through reporting documents. The key performance indicators reported on the performance accountability report of the Government of Jayapura City in 2013 and 2014 indicated that the basis service of community outcome (51% and 54%) was slightly different with service delivery outcome (49% and 46%).
