Dampak Desentralisasi Fiskal Terhadap Ukuran Pemerintah: Studi Empiris Indonesia

Paper ini meneliti tentang dampak desentralisasi fiskal terhadap ukuran pemerintah di Indonesia. Kombinasi data panel dan data time series dengan model statis dan dinamis dipilih untuk melengkapi analisis pada tingkat agregat, pusat, provinsi, dan kabupaten/kota selama periode 1991-2010. Generalized method of moment (GMM) digunakan sebagai alat analisis karena adanya asumsi endogenitas dalam model. Hasil empiris yang diperoleh dari penelitian ini mendukung hipotesis Wallis-Oates bahwa desentralisasi fiskal berdampak menurunkan ukuran pemerintah pada tingkat provinsi, pusat dan agregat, namun meningkatkan ukuran pemerintah pada tingkat kabupaten/kota. Desentralisasi penerimaan juga lebih efektif dalam mengendalikan ukuran pemerintah daripada desentralisasi belanja.
This study investigates the impact of fiscal decentralization on government size in Indonesia. The combination of panel and time series data with the static and dynamic models were chosen to complete the analysis in the levels of aggregate government, central government, provincial government, and regency/municipality government during the period of 1991-2010. Generalized method of moment (GMM) was used as the analytical tool due to the existence of endogenity assumptions within the models. The empirical findings obtained from this research support the Wallis-Oates hypothesis that fiscal decentralization reduces government size in the levels of provincial, central, and aggregate, but increases government size in the levels of regency/municipality. Revenue decentralization is also more effective in restricting the size of government than expenditure decentralization.
