ANALISIS IMPLEMENTASI PENYUSUNAN SASARAN KINERJA DENGAN MENGGUNAKAN PENDEKATAN BALANCED SCORECARD PADA PT PUPUK ISKANDAR MUDA

Lingkungan bisnis saat ini sudah sangat terpengaruh oleh globalisasi ekonomi. Hal ini menyebabkan perlunya dilakukan peninjauan kembali prinsip-prinsip manajemen yang digunakan. Peninjauan ini dilakukan tidak hanya pada perusahaan-perusahaan swasta, tetapi juga Badan Usaha Milik Negara (BUMN). BUMN sesuai dengan pengertiannya adalah suatu perusahaan yang modalnya dimiliki oleh Negara.
Balanced Scorecard merupakan suatu instrumen manajemen kontemporer yang digunakan untuk menilai kinerja suatu perusahaan, baik dari aspek financial maupun non financial, yang pada akhirnya dapat digunakan sebagai alat untuk mendongkrak kemampuan organisasi dalam hal kinerja keuangan. Penulis memilih konsep Balanced Scorecard sebagai pembanding instrumen penilaian kinerja yang telah digunakan oleh PT Pupuk Iskandar Muda (PT PIM) yaitu Key Performance Indicator (KPI).
Pada perspektif keuangan, PT PIM menunjukkan kinerja yang kurang baik, dikarenakan dari tahun 2003 hingga tahun 2010 pasokan gas yang merupakan bahan baku pembuatan pupuk urea tidak stabil. Pada perspektif pelanggan, kinerja PT PIM sudah cukup baik. Pada perspektif proses bisnis internal, kinerja PT PIM tergolong kurang baik jika dilihat dari aspek Administrative Expense to Total Revenue, terlihat biaya yang dikeluarkan kurang efisien. Namun, pada poin inovasi dan layanan purna jual, PT PIM telah memiliki kinerja yang cukup baik. Pada perspektif pembelajaran dan pertumbuhan, PT PIM telah berkinerja dengan cukup baik. Secara keseluruhan, kinerja PT PIM mendapatkan nilai 63.56, nilai yang sudah mencukupi, tetapi masih dapat terus ditingkatkan
Today's business environment is highly affected by economic globalization. This leads to the need for a review of management principles that are used. The review was carried out not only in private companies, but also the State-Owned Enterprises (BUMN).
Balanced Scorecard is a contemporary management tool used to assess the performance of a company, both financial and non-financial aspects, which in turn can be used as a tool to boost the ability of the organization in terms of financial performance. The author chose the concept of Balanced Scorecard as a research theme to get the output to be used as a benchmarking instrument to compare with assessment instruments that have been used by PT Pupuk Iskandar Muda (PT PIM), which is Key Performance Indicator (KPI).
The the study has concluded that PT PIM earns an "adequate" score. In financial perspective, PT PIM perform less well, because from 2003 to 2010 the supply of gas is the raw material of urea fertilizer unstable. In customer perspective, PT PIM performance is good enough. The customer retention rate, customer acquisition rate, and the aspects of customer satisfaction shows a relatively high score. In internal business process perspective, the performance of PT PIM relatively less well when viewed from the aspect of the Administrative Expense to Total Revenue, the calculation shows that in this perspective, PT PIM is lack of cost efficiency. However, PT PIM has a pretty good performance in terms of innovation and after sales service. In the learning and growth perspective, PT PIM has performed quite well. Overall, the performance of the PT PIM scored 63.56. The value of which is sufficient, but still can be improved.
