Analisis penerapan sistem voucher pendidikan sebagai alternatif sistem pendanaan sekolah daerah otonom: studi empiris di kota Cilegon Provinsi Banten

Penelitian ini memiliki dua tujuan, pertama menganalisa efektifitas sistem pendanaan sekolah di Kota Cilegon dalam mengarahkan dana pendidikan pada siswa miskin dan memberikan kecukupan dana (adequate level) yang dibutuhkan sekolah menghasilkan pendidikan dasar (basic schooling). Kedua menganalisa kemungkinan penerapan sistem voucher pendidikan yang diharapkan bisa menjadi solusi alternatif. Dengan menggunakan desain studi kasus tunggal terjalin (embedded singe! case study) ditemukan bahwa efektifitas sistem pendanaan sekolah di Kota Cilegon dalam mengarahkan dana subsidi pendidikan ke siswa miskin sangat rendah. Sistem pendanaan sekolah di Kota Cilegon ditemukan juga berdampak terhadap tingkat kecukupan dana pendidikan yang diterima sekolah. Ketidakcukupan ini tidak hanya karena terbatasnya anggaran pendidikan tetapi juga diakibatkan oleh sistem penganggaran sekolah dan dasar alokasi yang digunakannya. Analisa terhadap kemungkinan penerapan sistem voucher pendidikan memperlihatkan bahwa kebutuhan infrastruktur pendukung sistem voucher pendidikan secara konsep belum bisa di penuhi oleh unit-unit pemerintahan di Kota Cilegon, namun embrio sub sistem pendukung penerapan sistem voucher telah ada. Skema sistem voucher yang paling sesuai dengan kondisi pendidikan Kota Cilegon saat ini adalah skema sistem voucher bernilai eksklusif.
This Research has two purposed, first was to evaluate the effectiveness of school financing in distributing education fund to poor student and in providing adequate fund that needed by school to produce basic schooling, second to analyze the implementation possibility of educational voucher as an alternative solution. By using embeded singel case study as research design, the finding stated that the current effectiveness's of school financing system at Cilegon in distributing education subsidizing fund for poor student was low. The researcher also found that the present school financing system at Cilegon has impact on adequate level of government educational fund for school. Beside caused by limited education budget, adequate level education fund for school also impacted by the budget practice and allocation basis that adopted by school financing system. Analysis on the possibility of implementation of educational voucher system showed that the needs on supporting infrastructures system was unfulfilled by government units at Cilegon, but the embryo of supporting sub system for the implementation was already exist. The most favorable voucher system scheme for the present education condition at Cilegon is valued exclusive voucher system scheme with the bigger voucher value given to the poor student.
