Erupsi gunung Merapi di Yogyakarta pada tahun 2010 menyebabkan 34 orang meninggal dunia, 58 terluka, lebih dari 40.000 orang terpaksa dievakuasi dan total kerugian mencapai lebih dari 3,5 triliun rupiah (BNPB, 2010).Penelitian ini bertujuan untuk memetakan Humanitarian Logistics (HL) pada saat bencana erupsi Merapi 2010. HL yang dipetakan terdiri atas strategi, arus, pihak-pihak yang terlibat, proses, dan pengelolaan driver rantai pasokan. Driver yang dipetakan antara lain yaitu fasilitas, sediaan, transportasi, informasi, dan sourcing.Penelitian ini berupa studi kasus yang dilakukan pada organisasi kemanusiaan MER-C cabang Daerah Istimewa Yogyakarta. Wawancara dilakukan kepada posisi-posisi kunci yang terkait HL. Observasi dan dokumen digunakan sebagai metode pendukung sekaligus triangulasi dalam penelitian ini.

Penelitian ini menemukan bahwa fasilitas dan lokasi sediaan ditempatkan dekat dengan lokasi korban. Sediaan dikelola dengan pembelian yang bersifat antisipatif, walaupun pada beberapa barang terjadi pasokan berlebih. Rute dan mode Transportasi dikelola secara fleksibel. Informasi menggunakan sistem pullyang reaktif dan pushyang antisipatif serta hampir seluruh aktivitas dilakukan secara in-house. Hampir seluruh driver dikelola sejalan dengan strategi responsiveness dan akhirnya MER-C mampu mencapai tujuan untuk membantu korban bencana erupsi Merapi 2010.

The eruptionof MountMerapiin Yogyakartain 2010,causing34 peopledead, 58 injured, more than 40.000 people were evacuated and the total losses incurred more than 3,5trillion rupiah (BNPB, 2010). This study aims to explore the practice of humanitarian logistics in the eruption of Mount Merapi in 2010. The focus of analysis is to map out strategies, processes, flows and the parties involved in the humanitarian logistic during the eruption. Further, the study examine the management of supply chain drivers such as facility, inventory, transportation, information, and sourcing. This case study was conducted at the humanitarian organization named MER-C Yogyakarta. Interviews were conducted to the key persons involved in humanitarian logistics management, both in administrative and operational side. Observations and documents studies were used as a supporting method as well as triangulation in this study.

The findings is the use of responsiveness as a strategy in humanitarian logistics management. Facilities and inventory locations be placed close to the beneficiaries. Inventory is managed by anticipatory buying in bulk at the beginning, although on some items turned over supply. Transportation modes and routes managed flexibly. Information is managed using a reactive pull system and anticipatory push system. Further, decisions about medical logistics sourcing is done using an integrated approach. Almost all activities carried out in-house to improve efficiency without wounding responsiveness. Finally, the logistics and supply chain drivers management has been in line with organizational goals.
