The recent period of rapidly rising land and housing prices in Yogyakarta province has generated considerable public discussion and occasional legislative action. Yet in spite of this response; there do not seem to exist suitable analysis of land markets that attempt to determine the cause of these prices increases, and to recommend suitable policy measures. Policies that have been advanced in public debate are sometimes either formulated without attention to underlying causes or are based on assumed causes of questionable theoretical and empirical validity. The first purpose of this study, therefore, is to provide a theoretical analysis of land development process, the change in land prices over time, and the effects of speculation, monopoly elements and the public facilities on land pricing. The second purpose of this study is to apply the theoretical framework to an empirical analysis of the Yogyakarta land market. This study attempt to determine the level of ownership concentration and market power in that market, and attempt to arrive at an understanding of land assembly process and the role played by speculators in that process. We used Gini coefficient and CR4 to see the land ownership pattern in Yogyakarta Province. The model that used to test variables that influenced in land pricing is simultaneous regression model. In these analyses we found that concentration in the ownership of land in an urban area is an insufficient condition for the existence of potential market power. Gini coefficient is 0.041379 and CR4 is 12.08%. So we can say that the land market form in Yogyakarta province is competitive market. The results of analyses show that factors that statistically significantly influence to land market pricing are Buyers finance, times period, sellers price, and distance of land location from the road.
