PENGARUH PELAKSANAAN PERDA NO 8 TAHUN 1995 TERHADAP PERSEPSI DAN MOTIVASI USAHA PKL (Studi Penanganan PKL di Surakarta)

Adanya keinginan Pemerintah Kota Surakarta merelokasi pedagang kaki lima sesuai dengan PERDA No. 08 tahun 1995 adalah untuk menciptakan keindahan dan kebersihan Kota. Tapi bagi PKL, hal tersebut dianggap sebagai pengurangan dari omset pendapatan mereka, karena mereka kurang yakin terhadap tempat baru yang disediakan pemerintah terhadap dampak dari pendapatan mereka. Untuk itu tujuan dari penelitian ini agar kita dapat mengetahui pengaruh PERDA No. 08 tahun 1995 terhadap persepsi PKL atas kelangsungan usahanya dan pengaruh PERDA terhadap motivasi PKL dalam melaksanakan PERDA. Metode pengambilan sampel yang akan digunakan adalah nonprobability sampling, karena memberikan kebebasan dan fleksibilitas yang besar dalam memilih data penelitian. Populasi penelitian ini adalah seluruh PKL yang ada di daerah Surakarta, sedangkan sampel penelitian ini adalah para PKL di daerah Banjarsari yang kini telah direlokasikan di daerah Semanggi dan di Manahan yang telah dibangun shelter di Surakarta. Pengumpulan data dilakukan mulai tanggal 22 September sampai 22 Oktober 2008. Pengambilan data dilakukan dengan cara survey lapangan, dimana peneliti mendatangi langsung ke lokasi para PKL berjualan atau di tempat baru yang sudah di sediakan pemerintah. Dari 120 eksemplar kuesioner yang disebar kepada responden, hanya sebanyak 97 eksemplar kuesioner yang dapat digunakan. Dari hasil pengujian variabel independen yaitu PERDA No. 08 tahun 1995 berpengaruh terhadap variable dependen yaitu PERSEPSI dan MOTIVASI PKL. Diketahui bahwa pelaksanaan PERDA No. 8 tahun 1995 berpengaruh signifikan dan positif terhadap persepsi PKL atas kelangsungan usahanya dan terhadap motivasi PKL. According to the Surakarta Municipal Government's desire to relocates the sidewalk traders (PKL) suitable with PERDA No. 08/1995 has to make the city more beautiful and clean. But, in the PKL's overview, this issue is assumed as decreasing of their income, because they less believed to the new place available by the government impacts to their income. For this reason, the aim of this research is to know about the influences of PERDA No. 08/1995 to the PKL's perception on their firm's survival, also the PERDA influences to PKL 's motivation in PERDA implementation. Sampling method used in this research is nonprobability sampling, because it gives the greater degree of freedom and flexibility in choosing the research data. Population of this research are all the PKLs around Surakarta Municipal, and sample of research is all PKL in Banjarsari Sub-district that recently relocated to Semanggi and Manahan sub-districts where the shelters built in Surakarta. Data collecting begins since September 22nd to October 22nd 2008. The way of data collecting is field survey, where the researcher visiting directly to the PKL's location, or to new places provided by the regional government. From 120 copies of questionnaire distributed to respondents, only 97 copies are usable. Based from independent variable test (PERDA No. 08/1995) influenced to dependent variable (PKL's Perception and motivation), it known that PERDA No. 08/1995 implementation has significantly and positively influences to the PKL's perception and their firm's survival, also to their motivation.
