Formulasi indeks demokrasi ekonomi Indonesia

Penelitian ini bertujuan untuk mengidentifikasi variabel-variabel yang dapat dijadikan sebagai indikator demokrasi ekonomi di Indonesia dan merumuskan susunan Indeks Demokrasi Ekonomi Indonesia.
Formulasi Indeks Demokrasi Ekonomi Indonesia dilakukan melalui aplikasi Metode Delphi yang mendasarkan susunan indeks pada penilaian 10 ahli (pakar) demokrasi ekonomi di Indonesia. Sebagai rujukan para ahli dilakukan studi literatur baik yang bersifat normatif. (konstitusional) maupun teoritik (konsepsional) dari dalam dan luar negeri. Aplikasi Metode Delphi dilakukan dalam 2 babak dan mode interaksi via email dan penyerahan kuesioner secara langsung.
Hasil penelitian menunjukkan terdapat tiga dimensi penyusun Indeks Demokrasi Ekonomi Indonesia. Pertama, Dimensi Demokrasi Produksi (DP) dengan indikator: tingkat pengangguran terbuka, tingkat pengangguran terselubung, dan rasio upah buruh terhadap total omzet perusahaan). Kedua, Dimensi Demokrasi Alokasi dan Konsumsi (DAK) dengan indikator: proporsi belanja jaminan sosial bagi penduduk miskin terhadap APBD dan rasio pendapatan kelompok 40% terbawah terhadap total pendapatan. Ketiga, Dimensi Demokrasi Penguasaan Faktor Produksi (DPFP) dengan indikator: Rasio APBD Terhadap PDRB, Rasio PAD Terhadap APBD, Rasio Pembiayaan Domestik Terhadap APBD, Rasio APBD Terhadap Total Omzet Hasil Eksplotasi SDA, Rasio Investasi Domestik Terhadap Total Investasi, Rasio Investasi UMKM Terhadap PDRB, Rasio Kredit Terhadap Tabungan, Rata-Rata Luas Kepemilikan Lahan, Rasio Belanja Pendidikan Terhadap APBD, Rasio Belanja Kesehatan Terhadap APBD, Tingkat Partisipasi Sekolah, Rasio Anggota Koperasi Terhadap Total Jumlah Penduduk, Rasio Volume Usaha Koperasi Terhadap PDRB, Rasio Perusahaan Memiliki Serikat Pekerja, Rasio Anggota Serikat Pekerja Terhadap Total Jumlah Pekerja, dan Rasio Perusahaan Yang Memiliki Pola Kepemilikan Saham Oleh Pekerja.
This research aims at identifying the variables (indicators) related to economic democracy in Indonesia and formulating the Index of Indonesia Economic Democracy.
The Formulation of Indonesia Economic Democracy Index had done by applying of Delphi Method which based on 10 Indonesian economic democracy expert judgement. The research also use normative and theorytical literature study as reference. Delphi Method was deliver in 2 round using email and questionare directly sending.
The research finding show three dimension of Indonesia Economic Democracy Index arrangement. First, Production Democracy dimension (DP) with indicators: open unemployment, disguised unemployment, dan ratio between wage and company omzet. Second, Alocation dan Consumption Democracy (DAK) dimension with indicators: proportion of social safety spending for the poor in the local state budget and ratio of 40% lower income into total income. Third. Democracy of Production Factor Controlling (DPFP) dimension with indicators: APBD to PDRB ratio, PAD to APBD ratio, domestic financing to APBD ratio, APBD to natural resource exploitation omzet ratio, domestic investment to total investment ratio, SME's investment to PDRB ratio, loan to deposit ratio, land ownership average, education spending to APBD ratio, health spending to APBD ratio, rate of schooling, cooperative member to citizen ratio, cooperative omzet to PDRB ratio. Ratio of labor union ownership, member of labor union to total labor ratio, and ratio of employee share ownership.
