This paper literally reviews porter's model as a new development paradigm, in case of identify a competitiveness of Gresik Regency. According to Porter, prosperity is created, not inherited. Porter's model is thus dynamic. Porter's model is also comprehensive because it includes not just factor conditions, as traditional models do, but also other important variables simultaneously. The core of porter's paradigm is that prosperity of a region depends on the competitiveness of all its industries and how they compete, not what they compete in. There is the broader notion of competitiveness, as it has been used both at the microeconomic and macroeconomic level. At the firms, or microeconomic level, the notion of competitiveness based on the capacity of firms to compete, innovate, and upgrade. Essentially, the cluster theory is designed to provide policy basis for competitiveness at firm level. By comparison, at the macroeconomic level, the concept of competitiveness is referring to "features of places" Porter states that firms can be helped or hindered in their competitive efforts by features of the places from which they operate. Essentially, this paper tries to explore that both side.
