EVALUASI ATAS LAPORAN AKUNTABILITAS KINERJA INSTANSI PEMERINTAH BERBASIS HASIL (STUDI PADA PEMERINTAH KOTA PANGKALPINANG)

Penelitian ini bertujuan untuk menganalisis dan mengevaluasi proses alur logika pada penyusunan LAKIP yang berpedoman kepada Permeneg PAN dan RB nomor 29 tahun 2010, kendala dalam penyusunan LAKIP dan indikator kinerja utama yang berorientasi kepada hasil. Metode yang digunakan dalam penelitian ini adalah menggunakan metode kualitatif. Pengambilan sampel Penelitian ini menggunakan metode purposive sampling dengan memilih responden yang merupakan expert/ahli atau aparatur yang terlibat dan ada hubungan secara langsung dalam proses penyusunan LAKIP Kota Pangkalpinang. Metode pengumpulan data selain melakukan studi dokumen menggunakan wawancara semi terstruktur dan kuesioner. Evaluasi dan analisis menggunakan Performance Blue print dengan pengabungan FriedmanÂ’s Four quadrant approach. Berdasarkan hasil analisis four quadrant menujukan bahwa sebagian besar indikator kinerja utama pada lampiran dokumen LAKIP Pemerintah Kota Pangkalpinang masih berupa kuantitas upaya sebesar 59% artinya kegiatan yang dilakukan baru bersifat kuantitas upaya tetapi belum diikuti oleh kualitas upaya yang hanya sebesar 3%. Sedangkan indikator kinerja yang menggambarkan hasil sebesar 38%. Sehingga indikator kinerja outcome Pemerintah Kota Pangkalpinang sebagian besar belum berbasis hasil atau mengukur manfaat yang dapat dirasakan masyarakat/pelanggan.

The method used in this study is using a qualitative method. Methods of data collection in addition to study the document using semi-structured interviews and questionnaires. Performance evaluation and analysis using Blue print with Friedman's Four quadrant approach. Based on the analysis of four quadrant attribute that most of the key performance indicators in government performance reports document attachments Pangkalpinang still a quantity of 59% means the efforts undertaken new activities is the quantity of effort but has not been followed by the quality of the efforts of only 3%. While the performance indicators that describe the result by 38%. So the outcome performance indicators Government Pangkalpinang largely not based measure outcomes or benefits that can be felt by the public / customers.
