Penerapan Balanced Scorecard sebagai Alternatif Alat Pengukur Kinerja Sektor Publik

Skripsi ini bertujuan untuk menilai apakah balanced scorecard bisa digunakan oleh Dinas Pariwisata dan Kebudayaan Kabupaten Banyumas dalam mengukur kinerjanya. Teknik yang digunakan wawancara dengan pihak Dinas Pariwisata dan Kebudayaan, serta mengumpulkan data-data yang terkait dengan topik penelitian. Hasil penelitian ini, dapat diterapkan Dinas Pariwisata dan Kebudayaan. Kinerja keuangan untuk tahun 2007 sudah cukup efektif dan efisien. Untuk perspektif pelanggan terjadi peningkatan yang menunjukan kepercayaan masyarakat terhadap kinerja organisasi. Sedangkan untuk dua perspektif lainnya yaitu perspektif proses internal organisasi telah berhasil dalam memenuhi keingininan dan harapan pelanggan, serta perspektif proses pembelajaran dan pertumbuhan organisasi bisa dilihat dari kualitas pegawai. This thesis is aimed to find out whether balanced scorecard can be used by the Tourism and Culture sub-province Banyumas department to evaluate its performance. The techniques used are by interviewing the Tourism and Culture department and collecting any related data. The research shows that balanced scorecard can be applied effectively and efficiently by the Tourism and Culture sub-province Banyumas department. From the client's perspective, there is an improvement of the trust of society toward the the performance of the Tourism and Culture department. From the other perspectives, the perspective of organization internal process has fulfilled the needs and hopes of the customer. Then, from the perspective of education process and organization growth can be seen from the employment quality.
