Upaya untuk meningkatkan penerimaan retribusi parkir kota Bekasi

Penelitian ini bertujuan untuk menghitung potensi Retribusi Parkir di Kota Bekasi tahun 2007. Pada penelitian ini dianalisis pula efisiensi, efektifitas, ratio PDRB, jumlah penduduk dan inflasi terhadap pendapatan retribusi serta analisis SWOT penerimaan Retribusi Parkir di Kota Bekasi pada periode tersebut. Di samping itu, mengindikasi kebijakan-kebijakan yang brehubungan dengan upaya peningkatan penerimaan Retribusi Parkir di daerah ini.
Data yang dipergunakan dalam penelitian ini adalah data sekunder dan primer yang diperoleh dari Cabang Dinas Pendapatan Daerah Provinsi Jawa Barat, Dispenda Kota Bekasi, BPS dan Dinas Perhubungan Kota Bekasi. Metode analisis yang digunakan untuk menghitung potensi pada penelitian ini didasarkan pada informasi jumlah kendaraan bermotor, rata-rata kendaraan parkir dengan tarif retribusi yang dikenakan. Hasil analisis menunjukkan bahwa (1) potensi Retribusi Parkir di Kota Bekasi selalu meningkat setiap tahunnya (2) Realisasi penerimaan Retribusi Parkir masih sangat rendah dan jauh dari potensi yang ada (3) efektifitas penerimaan masih sangat rendah yaitu rata-rata sebesar 15% per tahun, (4) pengelola Retribusi Parkir di Kota Bekasi dikategorikan efisien dengan tingkat efisiensi rata-rata 39,4% per tahun (5) ratio PDRB rata-rata sebesar, ratio jumlah penduduk rata-rata sebesar, ratio inflasi lebih besar dari 1 (6) Penerapan sistem kontak perlu ditinjau kembali dalam pengelolaan retribusi parkir.
The objectives of this research is to form the increasing of parking retribution earning in Bekasi. Rate of efficiency and effectively, ratio of regional GDP, total population, inflation of this retribution earning this periode and SWOT, also analyzed.This study also identified the policies that connected with efforts of improving the retribution earning of parking area.
The calculation was based on primary and secondary data collected from DISHUB, BPS and DIPENDA of Bekasi. The method of analisys used to calculate the potential of retribution earning in this study was based on the information about the number of motor vehicle, the average number of parked-vehicle with the distribution rate charged of them. The result of this study suggested that (1) the potential of parking retribution in Bekasi municipality increases every year (2)Realization of retribution earning was still far from its potential (3) The effectiveness of earning from parking retribution was still very low while rates of effectively on average reach 15 percent per year (4) The management of parking retribution in Bekasi municipality was categorized as efficient while rates of eficiency on average reach 39,5 percen per year (5) The other calculation showed that the ratio of regional GDP, ratio of total population, and the ratio of inflation on average was more than 1(6) applying contrack system needs ceck again in parking retribution management.
