Pengaruh Desentralisasi, Komitmen Organisasi, dan Teknologi Informasi terhadap Hubungan antara Partisipasi Penyusunan Anggaran dan Kinerja Pemda di Provinsi Sulawesi Selatan

Penelitian ini bertujuan menguji secara empiris apakah variabel moderating desentralisasi, komitmen organisasi, dan teknologi informasi mempengaruhi hubungan antara partisipasi penyusunan anggaran dan kinerja anggaran pada pemerintah daerah. Penelitian mengenai partisipasi anggaran dan kinerja menggunakan pendekatan kontijensi karena menghasilkan temuan yang tidak konsisten dari satu peneliti ke peneliti lainnya hal ini biasanya dipengaruhi oleh faktor-faktor kontekstual organisasional dan sifat psikologi karyawan (Brownell, 1981; Govindarajan, 1986; Mia, 1998).
Penelitian ini mengambil sampel pada unit SKPD di lingkup pemerintah kabupaten dan kota Provinsi Sulawesi Selatan. Pengumpulan data dilakukan melalui survei kuesioner. Data dianalisis dengan menggunakan metode regresi berganda.
Hasil penelitian ini menunjukkan bahwa pertama, partisipasi penyusunan anggaran secara signifikan tidak berpengaruh terhadap kinerja anggaran pemerintah daerah yang dimoderasi oleh variabel desentralisasi. Kedua, partisipasi penyusunan anggaran secara signifikan tidak berpengaruh terhadap kinerja anggaran pemerintah daerah yang dimoderasi oleh variabel komitmen organisasi. Ketiga, partisipasi penyusunan anggaran secara signifikan berpengaruh terhadap kinerja anggaran pemerintah daerah yang dimoderasi oleh variabel teknologi informasi. Pengaruh Partisipasi penyusunan anggaran terhadap kinerja anggaran pemerintah daerah akan tinggi apabila memiliki teknologi informasi yang tinggi, begitupun sebaliknya.
This research is to examine empirically whether the moderating variable of decentralization, organization commitment, and information technology affect the relationship between the budget participation and performance of local government. The research about the participation of budgeting and performance uses contingency approach because it results in inconsistent findings of one researcher to another. It is usually influenced by the organizational contextual factors and the employees' psychological characteristics (Brownell, 1981; Govindarajan, 1986; Mia, 1998).
This research took samples at SKPD unit of local government of municipals and cities of the province south Sulawesi. The data were collected by questionnaire survey. Data were analyzed by using multiple regression method.
The result of this research shows that first; the budget participation doesn't significantly affect the performance of local government moderated by variable of decentralization. Second, the budget participation doesn't significantly affect the performance of local government moderated by variable of organization commitment. Third, the participation of budgeting significantly affect the performance of local government moderated by variable of information technology. The effect of participation in budgeting to performance of local government will be higher if it has higher information technology and vice versa.
