Pengujian Flypaper Effect di Indonesia

Adanya kelemahan sistem sentralisasi, merupakan salah satu faktor munculnya sistem desentralisasi. Desentralisasi adalah pendelegasian atau pelimpahan wewenang dari pemerintah pusat ke pemerintah daerah, salah satunya pengelolaan fiskal yang meliputi aspek penerimaan, pengeluaran atau pembiayaan, transfer, dan pinjaman daerah, dan transfer merupakan pilar penting dari desentralisasi fiskal. Namun, dengan adanya transfer khususnya transfer bersyarat dari pemerintah pusat, dalam bentuk DAK, membuat pemerintah daerah membelanjakan lebih banyak rupiah di sektor tertentu, dibandingkan dengan dana transfer bersyarat dari pemerintah pusat di sektor tertentu tersebut. Sesuai dengan definisi flypaper effect menurut Oates (1999) yaitu ketika respon belanja daerah lebih besar terhadap transfer.



Tujuan dari penelitian ini yaitu untuk mengetahui apakah terjadi flypaper effect dalam belanja daerah bidang sektor pendidikan, kesehatan, dan infrastruktur di Indonesia, dan yang kedua untuk mengetahui faktor-faktor yang mempengaruhi belanja daerah per sektor pendidikan, kesehatan, dan infrastrutktur. Data penelitian ini diambil dari laporan Anggaran Pendapatan Belanja Daerah (APBD), yang terdiri dari data Dana Alokasi Khusus (DAK), dana belanja daerah per sektor pendidikan, kesehatan, dan infrastruktur, data Indeks Pembangunan Manusia (IPM), data PDRB, jumlah penduduk, dan luas wilayah.



Flypaper effect ternyata tidak terjadi dalam belanja daerah per sektor pendidikan, kesehatan, maupun infrastruktur di tahun 2005 dan 2006, yang dihitung dari rasio dari DAK per sektor dibagi dengan belanja daerah per sektor lebih dari 1. Hal itu terjadi, karena pemerintah daerah tidak menggunakan dana transfer tersebut untuk ketiga sektor tersebut, melainkan dialokasikan untuk membiayai sektor lainnya. Melalui metode cross section untuk regresi berganda, diketahui bahwa DAK per sektor, IPM, PDRB, maupun kepadatan penduduk memiliki pengaruh yang signifikan di belanja daerah ketiga sektor tersebut, walaupun pengaruhnya berbeda-beda di tiap sektor.

The existence of weaknesess in a centralized system, is one of a factor that emerge the decentralized system. Decentralization is the delegation of authority from central to local government, one of them includes fiscal management aspects of revenue, expenditure or financing, transfer, and local borrowing, and transfers are an important pillar of fiscal decentralization. However, in the presence of conditional / special transfers, especially a conditional transfers from central government, in the form of DAK, making local governments spend more dollars on a particular sector compared to a funds conditional transfer from the central government in that particular sector. In accordance with the definition of flypaper effect by Oates (1999), when the response is greater government spending on transfers.



The purpose of this study is to determine whether there flypaper effect in the field of expenditures in education , health, and infrastructure in Indonesia. The second purpose is to know the factors that affect expenditures by sector of education, health, and infrastructure. The data for this research was taken from the report Revenue Budget Regional Budget (APBD), which consists of the Special Allocation Fund data (DAK), the expenditure of funds by sector of education, health, and infrastructure, Human Development Index data (HDI), GDP data, population , and area.



Flypaper effect did not occur in spending areas as education, health, and infrastructure in 2005 and 2006, calculated from the ratio of DAK per sector, divided by the area per sector expenditure of more than 1. It happens, because local governments do not use the transfer funds to that three sectors, but is allocated to finance other sectors. Through the cross section for the method of multiple regression, it is known that DAK per sector, HDI, GDP, and population density has a significant influence on regional spending on that three sectors, although the effects may vary in each sector.
