e-Procurement merupakan sistem pengadaan barang dan jasa yang dilakukan secara elektronik yang dibutuhkan sebagai penunjang kegiatan operasional perusahaan yang mengacu pada sistem pengadaan yang sudah ada dan bersifat online. Sistem yang dirancang diharapkan mampu mengatasi kekurangan dari sistem pengadaan yang sudah berjalan selama ini, seperti waktu pemrosesan yang lama, status proses pengadaan yang tidak bisa dimonitor, alur proses yang rumit dan adanya ketidaksesuaian barang yang dipesan dengan barang yang diterima. Metode penelitian yang dipergunakan adalah Framework for the Application of Systems Techniques (FAST). Penulis menggunakan lima dari tujuh fase yang terdapat dalam pengembangan sistem FAST. Fase-fase tersebut adalah investigasi awal, analisa masalah, analisa permintaan, analisa keputusan, dan perancangan sistem. Kelompok populasi penelitian yang dipergunakan adalah staf dan para pemasok Departemen Pembelian Unit Total Security System, dan staf Departemen Manajemen Informasi Sistem. Penelitian ini dilakukan untuk mengetahui kebutuhan apa saja dalam membangun sebuah sistem e-Procurement. Diharapkan hasil analisis dan desain sistem e-procurement ini dapat membantu Unit Total Security System yang sedang merancang sistem procurement. Hasil kelayakan operasional menunjukkan rancangan sistem e-Procurement yang sekarang membutuhkan sistem dukungan back-end office internal yang dapat mengintegrasikan semua fungsi-fungsi proses pembelian di dalamperusahaan. Hasil kelayakan teknis menunjukkan perlu dibangun sebuah sistem bidding room yang bersifat real time dan lebih transparan. e-Procurement system is an on line materials and services procurement system which is be able to support company's operational activities. The system is designed to overcome the weakness of the existing procurement system, such as longer time process, unmonitored process, complexity workflow, and unsuitable ordered material with received material. The method of Framework for the Application of Systems Techniques (FAST) is used in this research. The author uses five of seven phases in FAST system development. These phases are the preliminary investigation, the problem analysis, the requirements analysis, the decision analysis, and the system design. The staffs and suppliers of Purchasing Departement, Total Security System and the staffs of Information System Management Departement are the polulation which used in this research. The research was held to understand the needs of using e-Procurement system, it is hoped that the results of the system design would help the Total Security System Unit to develop their existing and future procurement system. The result of operational analysis shows that the existing procurement systems needs an internal back-end office support which is able to integrate all purchasing process and business functions inside the company.
