Tesis " Peluang Investasi di Propinsi Lampung Dalam Rangka



Meningkatkan Pertumbuhan Ekonomi Daerah" ini ditulis dalam enam bab. Perlunya memacu pertumbuhan ekonomi lebih cepat melalui penanaman modal oleh dunia usaha pada sektor/subsektor unggulan, setelah melemahnya sektor migas, merupakan latar belakang masalah. Penelitian



dilakukan dengan studi pustaka dan wawancara dilapangan. Alat analisis yang digunakan, LQ, Share, Growth rate dan Average Growth rate. Pertumbuhan tidak terjadi disembarang tempat, dan juga tidak serempak, tetapi terjadi pada titik-titik tertentu dengan intensitas yang



berbeda dan kemudian menyebar. Teori Neo Klasik tentang Expected Earning dalam investasi, teori Marginal Efisiensi Of Capital Keynes dan teori basis adalah sebagian dari teori yang digunakan pada Bab Tinjauan Pustaka. Gambaran umum perekonomian dan arah investasi berisikan keadaan dan potensi daerah, PDRB per Dati II, kebijaksanaan pembangunan dan arah investasi, kebijakan investasi dan pengembangan usaha, rencana penanaman modal yang disetujui pemda, dan realisasi investasi per Dati II.



Analisis dilakukan melalui empat langkah. Pertama menghitung LQ tiap sektor, kedua menghitung laju pertumbuhan rata-rata dan kecenderungan pertumbuhan masing-masing sektor dan sub sektor, ketiga menghitung share dari masing-masing sektor/subsektor dan kecenderungan perkembangannya, keempat menggabungkan hasil ketiga



analisis tersebut untuk menemukan sektor/subsektor unggulan. Dari hasil pembahasan didapat enam sektor potensial yang dapat dikembangkan untuk memacu pertumbuhan ekonomi daerah, masingmasing:



1. Sektor pertanian dengan subsektor tanaman bahan makan, perkebunan,



peternakan dan perikanan,



2. Sektor industri pengolahan dengan subsektor industri besar dan sedang



3. Sektor perdagangan , hotel, restoran dengan subsektor perdagangan



besar dan eceran,



4. Sektor listrik dengan subsektor listrik dan air minum,



5. Sektor angkutan dan komunikasi dengan subsektor angkutan laut dan



komunikasi,



6. Sektor pertambangan dan galian.

This thesis on "Investment Opportunity to Increase



Local Economic Growth in the Province of Lampung" is



written in six chapters. The problem constitutes



background in this research is the need to boost



economic growth faster through capital investments in



key sectors by entrepreneurship, after realizing the



weaknesess on gas-oil sector. The research is conducted



through bibliographical study and field interview. The



analysis tools used are LQ, Share, Growth rate and



average growth rate. It shows that the growth does not take place everywhere nor occur at the same time with the exception at certain points where growth take place but with different rates which, after that, the growth will



diffuse. Some theories used in the chapter of



theoretical review are Neo-classical theory on



expected earning from investment, Marginal Efficiency



theory of Capital Keyness and Basis theory.



The general description and direction of investment covers conditions. and regional capability,



PDRB per each former regency, development policy and



investment, policy in investment and program



extensification, capital investment planning approved by



the local government and investment realization for each



former regency. There are four steps in which the analysis is carried out. First, calculating LQ of each sector,



second, calculating the average rate of growth and



likelihood of the growth of each sector and sub-sector,



third, calculating the share of each sector and subsector,



fourth, combining the results of the three analyses to find out the key sectors and sub-sectors. From the discussion, it is found out six potential sectors that can be developed to boost the regional economic growth include:



* Agricultural sector with its sub-sector include



plants for food, farming, animal-breeding and



fishery.



* Processing industry with its sub-sector include



industry of big size and middle size industry.



* Trade sector, hotel and restaurant with their subsectors



include big trade and retailer.



* Electric sector with its sub-sector include



electricity and fresh water.



* Transport and communication sector with their subsector



include sea transportation and communication.



* Mining sector and excavation.
