ANALISIS PERTUMBUHAN EKONOMI DAN PENYERAPAN TENAGA KERJA DI KABUPATEN SLEMAN PROPINSI DIY

Penelitian ini bertujuan untuk menganalisis pertumbuhan ekonomi dan kaitannya dengan penyerapan tenaga kerja di Kabupaten Sleman, Propinsi DIY, dalam periode 1993-1998. Di samping itu, penelitian ini juga menyelidiki faktor-faktor yang mempengaruhi perubahan penyerapan tenaga kerja, sektor unggulan, dan produktivitas serta elastisitas.
Data yang digunakan dalam penelitian ini adalah data sekunder yang terdiri atas PDRB dan pertumbuhannya, pendapatan per kapita, dan penyerapan tenaga kerja dan pertumbuhannya yang diperoleh dari Kantor Statistik Propinsi DIY, Kantor Statistik Kabupaten Sleman, Departemen Tenaga Kerja Propinsi DIY, dan Bappeda Tingkat II Sleman. Metode analisis yang digunakan dalam penelitian adalah Shift-Share dan LQ.
Hasil penelitian ini menunjukkan bahwa sebagian besar laju pertumbuhan produktivitas mengalami penurunan karena laju pertumbuhan penyerapan tenaga kerja Iebih cepat dari pada laju pertumbuhan ekonomi. Elastisitas sebagian besar juga Iebih dari satu yang disebabkan oleh penurunan produktivitas. Analisis Shift-Share menunjukkan bahwa komponen pertumbuhan di semua sektor di Propinsi DIY dan Kabupaten Sleman berpengaruh negatif terhadap peningkatan penyerapan tenaga kerja. Analisis LQ menunjukkan bahwa sektor unggulan sampai tahun 1998 adalah industri pengolahan, bangunan dan konstruksi, perdagangan, restoran dan perhotelan, dan keuangan, persewaan dan jasa perusahaan.
This research attemps to analyze the economic growth and its relationship with the employment absorption in the Regency of Sleman, the Province of Yogyakarta Special Territory, for the period of 1993-1998. In addition, this research also investigates the factors influencing the changing of employment absorption, the advantage sectors, and the productivity and elasticity.
The data used in this research are secondary data consisting of the Gross Regional Domestic Product and its growth, per capita income, and the employment absorption and its growth of the regions obtained from the Provincial Statistics Office of Yogyakarta, the Regencial Statistics Office of Sleman, the Department of Labor Force of Yogyakarta, and the Regional Development Planning Board of Sleman. The analysis methods applied in this research are Shift-Share and LQ.
The results of this research indicate that most of the productivity growth rate decreased because the employment absorption growth rate was faster than the economic growth rate. Most of the elasticity was also more than one due to the decrease of the productivity. The Shift-Share analysis indicates that the growth component in all sectors in the Province of Yogyakarta Special Territory and in the Regency of Sleman had negative influence on the increase of employment absorption. The LQ analysis indicates that the advantage sectors until 1998 were manufacture, building and construction, business, restaurant and hotel, and finance, leasing and company service.
