Evaluasi Dampak Pelaksanaan Program Bantuan Operasional Sekolah: Analisis Data Survei Kehidupan Rumah Tangga Indonesia (Sakerti) 2000 dan 2007

Penelitian ini menggunakan metode difference in differences untuk mengevaluasi penyelenggaraan bantuan operasional sekolah. Program ini bertujuan meningkatkan kesempatan seluas-luasnya bagi masyarakat miskin untuk mengenyam pendidikan dasar sembilan tahun. Selain itu, BOS menjadi salah satu program pengentasan kemiskinan akibat melonjaknya harga bahan bakar minyak. Penelitian ini menguji dampak BOS terhadap peningkatan partisipasi siswa mengikuti Ebtanas dan nilai Ebtanas. Keberadaan BOS terbukti meningkatkan partisipasi siswa untuk mengikuti Ebtanas, baik untuk SD maupun SMP. Namun, BOS belum mampu meningkatkan nilai Ebtanas siswa di SD. Di tingkat SMP, BOS mampu meningkatkan nilai Ebtanas siswa, meski dampaknya tidak sebesar peningkatan angka partisipasi siswa mengikuti Ebtanas. Hasil penelitian ini menunjukkan dana BOS berhasil meningkatkan partisipasi siswa untuk mengenyam pendidikan dasar. Hal ini telah sesuai dengan tujuan pembentukan program ini. Kendati perlu ada perluasaan manfaat BOS bagi peningkatan nilai Ebtanas yang merepresentasikan kualitas pendidikan dasar.
The paper uses difference in differences method to evaluate school operational assistance. The program has giving opportunity for children from the poorest family to participate at school, especially for basics education. In addition, school operational assistance to help the poorest people because of increasing world oil price. The paper was examining impact of school operational assistance to increase student participation at school. This paper is showing school operational assistance that has impact to increasing student participation. But, this program canÂ’t increase studentÂ’s ebtanas score at elementary school. For junior high school the program has impact to increasing studentÂ’s ebtanas score. However, the impact was less than participation student impact by analysist. Result of the paper is showing school operational assistance that has impact to increasing student participation at school. This is on the right forming purpose by program. However, we need impoving impact and benefit school operational assistance is not only for student participation but also to increasing studentÂ’s ebtanas score.
