Sektor Potensial dan Kntribusinya Terhadap Pengembangan Kawasan Andalan Kecamatan Mesuji Kabupaten Tulang Bawang

Penelitian ini bertujuan untuk mengidentifikasi sektor-sektor ekonomi yang dapat menjadi sektor unggulan dalam pembangunan ekonomi di kawasan andalan Kecamatan Mesuji Kabupaten Tulang Bawang. Di samping itu, penelitian ini juga menentukan subsektor/komoditi yang mempengaruhi struktur ekonomi dan pergeserannya di Kabupaten Tulang Bawang Data yang digunakan dalam penelitian ini adalah data sekunder yang terdiri dari data PDRB Kabupaten Tulang Bawang dan Propinsi Lampung dalam kurun waktu 1994-1998. Data tersebut diperoleh dari BPS Kabupaten Tulang Bawang dan Bappeda Kabupaten Tulang Bawang. Alat analisis yang digunakan adalah LQ, Shift-Share Klasik dan analisis kualitatif juga digunakan untuk menentukan skor komoditi unggulan. Hasil analisis LQ menunjukkan bahwa sektor pertanian dan sector industri pengolahan menjadi sektor basis dengan titik berat pada sector pertanian. Dan analisis Shift-Share Klasik diketahui subsektor dalam sector pertanian mempunyai keunggulan kompetitif, yaitu subsektor tanaman pangan, subsektor perkebunan dan subsektor peternakan. Berdasarkan analisis kualitatif terhadap subsektor tersebut ditemukan beberapa komoditas unggulan, yaitu jagung, ubikayu, padi sawah, padi ladang, kopi, kelapa dalam dan hibrida, kambing, kerbau dan unggas.
This research attempts to identify the economic sectors which can be the leading sectors in the economic development in the strategic growth area of the subdistrict Mesuji of the Regency of Tulang Bawang. In addition, this research also determines the subsectors/commodities influencing the economic structure and its shift in this regency. The data used in this research are secondary data consisting of Gross Regional Domestic Product (GRDP) of the regency of Tulang Bawang and the Province of Lampung for the period of 1994-1998. The data were obtained from the Central Board of Statistics and the Regional Development Planning Board of The Regency of Tulang Bawang. Location Quotient analysis, Classical Shift-Share analysis, qualitative analysis are applied to determine the score of the leading sectors. The results of LQ analysis indicate that the agricultural and manufacturing industry sectors become the basic sectors with the focus on the agricultural sector. The findings of classical Shift-Share analysis indicate that the subsectors in the agricultural sector have competitive advantage, namely the subsectors of foodcrop, plantation, and animal husbandry. Based on the qualitative analysis on those subsectors, some leading commodities are found, namely corn, wet field rice, dry field rice, coffee, local and hybrid coconut, sheep, buffalo, and poultry product.
