HUBUNGAN SIMULTAN ANTARA UTANG LUAR NEGERI PEMERINTAH DAN PRODUK DOMESTIK BRUTO DI INDONESIA TAHUN 1970-2002
Penelitian ini bertujuan untuk menganalisis pengaruh utang luar negeri yang dilakukan oleh pemerintah terhadap pertumbuhan produk domestik bruto dan pengaruh sebaliknya, yaitu pertumbuhan domestik bruto terhadap jumlah utang luar negeri pemerintah di Indonesi.
Hasil penelitian, dengan menggunakan persamaan simultan dengan metode kuadrat terkecil dua tahap atau 2SLS, menunjukkan bahwa terdapat tiga variabel utama yang mempunyai pengaroh terhadap produk domestik bruto, yaitu utang luar negeri pemerintah, tabungan domestik dan jumlah uang beredar. Namun, utang luar negeri pemerintah justru mempunyai pengaroh negatif terhadap produk domestik bruto, atau dengan kata lain, utang luar negeri ternyata tidak mendorong peningkatan produk domestik bruto. Adapun variabel tabungan domestik dan jumlah uang beredar mempunyai pengaruh yang positif terhadap produk domestik bruto. Naik dan turunnya utang luar negeri pemerintah ternyata hanya dipengaruhi oleh pembayaran cicilan dan bunga utang serta jumlah utang luar negeri pemerintah pada tahun sebelumnya. Adapun pengaroh produk domestik bruto, nilai tukar dan ekspor tidak signifikan terhadap utang luar negeri pemerintah.

SIMULTANEOUS RELATIONSIDP BETWEEN GOVERNMENT EXTERNAL DEBT AND GROSS DOMESTIC PRODUCT IN INDONESIA

The present research was aimed to analyze the influence of government external debt to the gross domestic product and the reverse influence that is the gross domestic product to the government external debt in Indonesia.
The result, using simultaneous equation with two stage least squares method, shows that there is three main variables that have influence to gross domestic product, that is, government external debt, domestic saving and total of circulated cash (M2). But, the government external debt just has negative influence to the gross domestic product, or in the other word, the government external debt apparently was not urge an increase of the gross domestic product. Now, the domestic saving and total of circulated cash (M2) have positive influence to the gross domestic product The fluctuation of government external debt apparently just influence by installment payoff and debt interest and total of government external debt at previous years. While the influence of gross domestic product, exchange rate and export was insignificant to the government external debt
