Faktor-Faktor Yang Mempengaruhi Investasi Bidang Usaha Perkebunan Yang Disetujui Di Propinsi Riau (Kurun Waktu 1970-1997)

Penelitian ini bertujuan mengidentifikasi dan mengukur beberapa variabel yang mempengaruhi total investasi usaha perkebunan yang disetujui di Propinsi Riau tahun 1970-1997. Untuk mencapai tujuan ini digunakan data runtun waktu tentang PDB, pengeluaran pemerintah, tingkat inflasi nasional dan total investasi yang disetujui pada tahun sebelumnya. Data tersebut dikumpulkan dari Biro Pusat Statistik dan Badan Koordinasi Penanaman Modal Daerah Tingkat I Riau dan Dinas Perkebunan Tk I Riau. Untuk kepentingan analisis digunakan model tinier statis dan model tinier dinamis sebagai atat estimasi. Hashl analisis menunjukkan bahwa PDB tidak memiliki
pengaruh yang signifikan terhadap total investasi yang dimaksud, sebatiknya pengeluaran pemerintah dan total investasi yang disetujui pada tahun sebelumnya berpengaruh positif terhadap investasi usaha perkebunan selama periode analisis, setanjutnya tingkat inflasi nasional walaupun memiliki slope negatif tetapi secara statistik tidak berpengaruh secara signifikan terhadap investasi. Berdasarkan kesimpulan analisis tersebut, pemerintah daerah tingkat I Riau harus secara kontinyu meningkatkan pengeluaran untuk mendanai rehabilitasi dan peningkatan infrastruktur yang sudah ada atau membangun infrastruktur baru. Untuk menjamin bahwa investasi akan terus ditingkatkan secara kontinyu. Peningkatan investasi ini sangat penting untuk meningkatkan kesempatan kerja baru dan meningkatkan pendapatan masyarakat secara langsung. Selain itu pantauan pemerintah daerah terhadap proses persetujuan terhadap usulan investasi perlu diperhatikan untuk menjamin bahwa usulan investasi dapat diproses secepat mungkin.
The aims of the research is to identify and to measure several variables which affect the estate investment approved in the Province of Riau in periods of time 1970- 1997. In order to achieve this aims, time series data about GDP, government expenditure on infrastructures, national inflation rates and estate investment which was approved in the past were used. The data were collected from Central Bureau of Statistic and Local Investment Coordinating Board of the Province of Riau. Static linear model and dynamic linear model were used as a tools of estimates. The result of analysis indicates that GDP as independent variable does not significantly influence estate investment in periods of analysis; meanwhile the government expenditure and the lagged or previous estate investment have significant influences the estate investment. Rate of inflation has a negative slope toward the estate investment, but statistically not significant. Based on the results, it is suggested that the government continues to increase government expenditure for funding rehabilitation of existing infrastructure or construction of new infrastructure to ensure that the estate investment will be increased continuously. Increasing in the estate investment is very important to create new employment and could generate peoples income. Beside that, local government need to continue monitoring the process of estate investment approval to ensure that investment proposal could be process expediently.
