Health is an social indicator that can show to value the welfare of a State. In a developing country like Indonesia, health's factor still a problem that affect the low of life standart in our society.
The low of health's status in developing country, can be caused by the low income and low in education. One of Goverment policy to overcome this health's problems related with low income is carry out a local government hospital that provide a cheap health's services but apropriate in standart.
This research foccused in how to value the efficiencies of a local hospital, seen from the financial point of view or quantitative views, and the work of the organization or qualitative views. To measure the quantitative views, the researcher used Data envelopment Analysis and analysis of elasticity. And to measure the qualitative, the researcher used the SWOT analysis. The object from this research is a local general hospital in Kabupaten Sleman, Daerah Istimewa Yogyakarta.
The results from this research shows that RSUD Sleman is not efficient running the organization, actualy in the group of home treatment. This is because the tariff for this group is to cheapy compared with two other RSUD, RSUD Bantul and Kodya. And from the elasticity analysis, the RSUD Sleman is elastis with various variabel, like PDRB, Inflation, and Population's growth.
