IDENTIFIKASI SEKTOR UNGGULAN SEBAGAI BASIS PERTUMBUHAN EKONOMI KABUPATEN SORONG

Penelitian ini bertujuan untuk mengidentifikasi sektor-sektor ekonomi unggulan yang potensial menjadi basis pembangunan ekonomi di Kabupaten Sorong. Selain itu, penelitian ini juga menganalisis beberapa subsektor potensial yang dapat dijadikan titik tolak dalam perencanaan strategis pembangunan ekonomi daerah.
Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Data primer diperoleh dari wawancara dengan nara sumber yang terkait di Pemerintahan Daerah Kabupaten Sorong. Data sekunder terdiri dari Produk Domestik Regional Bruto Kabupaten Sorong dan
Produk Domestik Regional Bruto Propinsi Irian Jaya dalam periode 1993- 1997 yang diperoleh dari Kantor Statistik Tingkat 11 Kabupaten Sorong dan Kantor Statistik Tingkat I Propinsi Irian Jaya. Alat analisis yang digunakan
adalah Location Quotient, shift-share kiasik, shift-share dengan modifikasi Estaban - Marquillas, dan analisis SWOT.
Hasil penelitian ini menunjukkan bahwa terdapat enam sektor
ekonomi unggulan yang potensial menjadi basis pembangunan ekonomi daerah, yaitu : pertanian, industri pengolahan, listrik dan air minum, perdagangan, hotel dan restoran, transportasi dan komunikasi, dan keuangan. Sementara itu, subsektor potensial yang dapat dijadikan basis pembangunan ekonomi Kabupaten Sorong adalah subsektor perikakan,
subsektor industri besar dan menengah, dan subsektor perdagangan.
This research attempts to identify the advantage economi sectors potential to be the basis of the economic development in the Regency of Sorong. In addition, this research also analyzes the potential subsectors
which can underlie the strategic planning of the economic development in this region. The data used in this research are primary and secondary data. The primary data were obtained from interviews with source persons in the
Regencial Government of Sorong. The secondary data consist of the Gross Regional Domestic Product of the Regency of Sorong and the Gross Regional Domestic Product of the Province of Irian Jaya for the period of 1993 — 1997 obtained from the Regencial Statistics Office of
Sorong and the Provincial Statistics Office of Irian Jaya. The analysis methods applied in this research are Location Quotient, classical shiftshare, Estaban — Marquillas modified shift - share, and SWOT analysis. The results of this research indicate that there are six advantage
economic sector potential to be the basis of the regional economic development, namely : agricultural, manufacture industry, electricity and drinking water, business, hotel and restaurant, transportation and communication, and finance. Meanwhile the potential subsectors which
can be the basis of economic development of the Regency of Sorong are the subsector of fishery, the subsector of big and middle industry, and the subsector of business.
