PERSEPSI PEJABAT PEMERINTAH DAERAH KABUPATEN PELALAWAN TERHADAP PARTISIPASI MASYARAKAT DAN TRANSPARANSI KEBIJAKAN PUBLIK DALAM PENYUSUNAN ANGGARAN PENDAPATAN DAN BELANJA DAERAH (APBD)

Penelitian ini bertujuan untuk mengukur persepsi pejabat pemerintah daerah kabupaten Pelalawan terhadap partisipasi masyarakat dan transparansi kebijakan publik yang terjadi dalam penyusunan anggaran pendapatan dan belanja daerah di kabupaten Pelalawan.
Sampel dalam penelitian ini adalah pejabat setingkat kepala Dinas, Kepala Bagian, Kepala Sub Bagian, Kepala Bidang, Kepala Seksi dan Pegawai/Pejabat lainnya atau yang telah setingkat esselon II, esselon III, dan esselon IV dari 17 Dinas Pemerintah Daerah Kabupaten Pelalawan yang diperoleh dengan menggunakan teknik purposive sampling, yaitu yang telah menjabat minimal 1 tahun. Jumlah responden dalam penelitian ini adalah sebanyak 102. Penyebaran kuesioner dalam penelitian ini dilakukan secara langsung oleh peneliti dengan menggunakan modus Personally Administered Questionnaires yaitu penyebaran kuesioner secara langsung dengan tatap muka sehingga tingkat pengembalian kuesioner (respond rate) sebesar 100%. Kuesioner digunakan sebagai data primer dengan menggunakan skala Likert dan didukung oleh data sekunder yang diperoleh langsung dari pemerintah Daerah kabupaten Pelalawan serta dokumen-dokumen dan literature yang terkait dengan penelitian.
Hasil penelitian menunjukkan bahwa persepsi pemerintah daerah kabupaten Pelalawan terhadap partisipasi masyarakat dan transparansi kebijakan publik dalam penyusunan anggaran pendapatan dan belanja daerah (APBD) adalah baik.
This research aims to measure the perceptions of Pelalawan district government about the public participation and the transparency of public policy that occurred in the preparation of budget revenues and expenditures in the Pelalawan district.
The sample in this research is the official at the level of Head of Department, Head of Section, Head of Division and employee or officials who were at the level of echelon II, echelon III, and echelon IV of 17 Department of Pelalawan district government obtained with using purposive sampling technique that is who has worked at least 1 year. The number of respondents in this research is 102 respondents. Questionnaires in this research is done directly by the researchers by using the Personally Administered Questionnaires mode which is by distributing the questionnaires directly face to face so the return rate of questionnaires (respond rate) reach the 100 % exact same amount. The primary data obtained by using the Likert scale. And supported by secondary data obtained directly from the Pelalawan regency governments as well as documents and literature related to the research.
The results showed that the perception of the Pelalawan regency government to public participation and the transparency in the formulation of public policy budget revenue and expenditure (budget) is good.
