DESENTRALISASI PENGAMBILAN KEPUTUSAN, PENGENDALIAN AKUNTANSI, DAN KINERJA KANTOR DINAS (STUDI EMPIRIS OTONOMI DAERAH JAWA TIMUR)

Penelitian im mgin menemukan bukti empms bahwa ada pengaruh perbedaan tingkat desentralisasi wewenang dan tanggung jawab dalam pengambilan keputusan dan penggunaan sistem pengendalian akuntansi terhadap kinerja manajerial kantor dinas di Jawa Timur. Kuisioner di kirim kepada 555 responden, yaitu Kepala Dinas dan Kepala Sub Dinas kantor dinas (Dinas Kesehatan, Dinas Perhubungan, dan Dinas Pendidikan dan Kebudayaan). Jawaban responden dianalisa dengan menggunakan path analysis.
Hasil penelitian menunjukkan bahwa dengan meningkatnya level desentralisasi pengambilan keputusan pad a kantor menyebabkan peningkatan penggunaan pengendalian akuntansinya. Selain itu juga menunjukkan bahwa semakin besar penggunaan pengendalian akuntansi dan semakin tinggi tingkat desentralisasi pengambilan keputusan pada kantor dinas maka semakin baik kinerjanya.
The research attemps to find the empirical evidence whether there is influence on difference decentralization of decesion making and the use of accounting control system toward performance in the official departement in East Java. The questionnaires are given to 555 respondences. That are the chief of some official department and the chief of sub department (Department of medical, transportation and education) The answers of the respondences are analyzed by using path analysis.
The study of the research shows that by increasing the level of decentralization of decesion making in the official departement questionnaires leads to the higher use of accounting control system. It also shows that the higher in using of accounting control system and the higher of the level of the decentralization in making decision in the office department the better the work performance.
