IDENTIFIKASI SEKTOR/SUB SEKTOR EKONOMI YANG PRODUKTIF DI KABUPATEN ACEH TIMUR

Penelitian ini bertujuan untuk mengidentifikasikan sektor/subsector ekonomi yang produktif di Kabupaten Aceh Timur. Data yang digunakan dalam penelitian ini adalah data sekunder runtun waktu (time series) berupa Produk Domestik Regional Bruto (PDRB) Kabupaten Aceh Timur dan Produk Domestik Regional Bruto (PDRB) Propinsi Daerah Istimewa Aceh atas dasar harga konstan 1993 selama periode 1993 — 1998. Data ini diperoleh dari Kantor Biro Pusat Statistik Propinsi Daerah Istimewa Aceh dan Kantor Biro
Pusat Statistik Kabupaten Aceh Timur. Dalam penelitian ini menggunakan alat analisis Location Quotient (LQ), Shift-Share Tradisional, Shift-Share Estaban-Marquilas, Shift-Share Arcelus, Model Rasio Pertumbuhan (MRP), dan analisis Overlay. Dad hasil penelitian ini menunjukkan bahwa sektor pertanian dan subsektor industri tanpa migas memberikan kontribusi yang besar terhadap pembentukan PDRB Kabupaten Aceh Timur. Adapun sektor ekonomi yang produktif untuk dikembangkan di Kabupaten Aceh Timur pada masa yang akan datang atau nilai LQ > 1 adalah sektor industri pengolahan, sektor listrik dan air bersih, dan sektor perdagangan hotel dan restoran, kemudian subsektor ekonomi yang produktif adalah subsektor perkebunan, subsector kehutanan, subsektor listrik, subsektor perdagangan besar dan eceran dan subsektor lembaga keuangan bukan bank. Berdasarkan hasil analisis Shift- Share Tradisional, Shift-Share Estaban-Marquilas, dan Shift-Share Arcelus diketahui bahwa pembentukan PDRB Kabupaten Aceh Timur mengalami peningkatan sebesar Rp223.421 juta selama periode analisis 1993 — 1998. Peningkatan PDRB tersebut dipengaruhi oleh pertumbuhan ekonomi regional yaitu perekonomian Propinsi Daerah Istimewa Aceh sebesar Rp239.872 juta, komponen bauran industri sebesar Rp42.133 juta, sedangkan keunggulan kompetitif memberikan pengaruh negatif sebesar Rp58.583 juta. Hasil analisis Overlay menunjukkan sektor yang produktif adalah sektor industri pengolahan, listrik, gas dan air bersih, perdagangan, hotel dan restoran, Di mana sekto:- ini mempunyai pertumbuhan tinggi dan memberikan kontribusi yang besar terhadap perkembangan perekonomian di Kabupaten Aceh Timur selama ini. Untuk subsektor yang produktif adalah subsector tanaman perkebunan, industri tanpa migas, listrik, perdagangan besar dan eceran.
This research attemps to identify sector/subsectors economy which productive in the Regency of East Aceh. The data that used in this research is the secondary data of time series, consisting of the Gross Regional Domestic Product of the special Province of Aceh, based on constant price of 1993 for 1993 — 1998 period. This data is gamed from Central Board of Statistic Regency of East Aceh and special Province of Aceh. The analysis applied in this research are Location Quotient, Traditional Shift-Share, Estaban-Marquilas Shift-Share, Arcelus Shift-Share, Growth Ratio Model and Overlay analysis.
The result of this research shows that agriculture sector and industry subsector non oil and gas. Gave a big contribution to the Regency of East Aceh. The economy sector which is productive for developed in Regency of East Aceh for the future or the value of LQ > 1 is sector of processing industry, electricity and clean water and sector of hotel and restaurant commerce. Then the productive subsectors are plantation, foresty, electricity,
big commerce and retail and financial institution non banking. Based on the result of Traditional Shift-Share, Estaban-Marquilas Shift-Share, Arcelus Shift-Share, found that the Gross Regional Domestic Product of is East Aceh Regency increase Rp223,421 milion along period of 1993 - 1998 increasing that Gross Regional Domestic Product, influenced by regional economic growth of the special Province of Aceh Rp239,872 million, mixing industry component Rp42,133 million, whereas the competitive superiority give the negative influence Rp58,583 million. The result of Overlay analysis shows the productive sectors are the processing industry, electricity, gas and clean water, commerce, hotel and restaurant, where in these sectors have the high growth and give the big contribution to economic growth in East Aceh Regency. The productive subsectors are plantation, non oil and gas industry, big commerce and retail.
