Health becomes one of the most important things for human beings to function their ability effectively. Dominance of out-of-pocket payments and the relative lack of prepayment mechanisms, such as tax and health insurance, still distinguish health care finance in developing countries especially Indonesia. If the share of health care expenses is large relative to the resources available to the household, it may be considered catastrophic related to the disruption of living standards. This research is built to examine the determinants of out-of-pocket household medical expenditures and catastrophic expenditures in Indonesia in 2000 dan 2007. This research is conducted by using data from IFLS3 and IFLS4 and ordinary least square as regression method. The evidence has shown that social economic status become an important leading factor to determine household medical expenditures. Catastrophic expenditure is also related with the utilization rate of health care. They might be not considered as catastrophic because they donÂ’t seek health care when they get ill. From this research, it is also strongly suggested that health insurance system should be implemented, in order to increase the utilization rate of public health service.
