Mapping Elements of Smart Governance as the Basis for Making Policy Implementation Strategy

2017 | Skripsi | S1 ILMU ADMINISTRASI NEGARA (MANAJEMEN DAN KEBIJAKAN PUBLIK)Purpose: This article aims to flesh out key elements and aspects of the development of smart governance which can act as a useful guide for governments, researchers and independent agencies in developing policy implementation strategy within the scope of smart governance. Design/methodology/approach: The systematic literature review research method aims to identify, assess, and interpret findings in the literature exploring topics concerning smart governance to provide an answer to the research questions. This paper critically summarizes the views of researchers, academicians, and government bodies. The sources of information are articles, books, Online news data sources, and government reports. Findings: By using a systematic literature review of the definition of smart governance, the expected result is a chart concerning the supporting elements of smart governance. This study has prompted a simple model of smart governance which contains the core elements of smart governance, challenges from within the community or the government in developing smart governance in developing countries, and an analysis of the policy cycle as viewed in the implementation of smart governance. Research limitations/implications: Future research should also analyze how smart governance is influenced by contextual factors such as administrative cultures, political or demographic factors, technological factors, and also deeper analysis is required regarding necessary relations and indicators among the elements in smart governance which have been explained in this article so that a policy roadmap of smart governance can be more comprehensively created. Practical implication: The mapping out of these elements may, thus, become an applicative strategy for the government in developing smart governance. Originality/value: Recent research studies on smart governance mostly emphasize about the significance of smart governance as a key component of the development of a smart city. However, previous studies have yet to find a universally accepted definition of smart governance. This study was conducted within the context of the dilemma experienced by policy makers and implementers mainly in designing and implementing smart governance.
