ROLE OF THE AGRICULTURAL SECTOR IN THE ECONOMIC STRUCTURE OF ACEH PROVINCE, INDONESIA: INPUT-OUTPUT ANALYSIS

Sebagai negara agraris, sektor pertanian di Indonesia berperan besar sebagai tulang punggung perekonomian. Sama halnya dengan provinsi Aceh, potensi pertaniannya juga sangat menunjang perekonomonian daerah. Kontribusi sektor pertanian juga memiliki porsi yang relatif cukup besar dalam komposisi Produk Domestik Regional Bruto (PDRB) Aceh, serta mampu menyerap banyak tenaga kerja. Penelitian ini dimaksudkan untuk mengkaji peran dari sektor pertanian Aceh dalam perekonomian daerah menggunakan table input-output (IO) Aceh di tiga tahun yang berbeda (1998,2006, dan 2012). Sebagai perangkat analisis, IO dapat mengkaji pola hubungan antar sektor ekonomi dalam regional perekonomian Aceh. Penulis menggunakan analisis sektor kunci (backward and forward linkage Indexes) dan analisis pengganda (output multiplier, household income multiplier and employment multiplier) untuk menentukan sektor-sektor yang memiliki potensi serta berpengaruh besar pada perekonomian Aceh. Hasil analisis menunjukkan bahwa sektor pertanian memiliki potensi yang signifikan sebagai penggerak perekonomian Aceh meskipun sektor ini tidak tergolong sektor kunci dalam perekonomian. Hal ini berdasarkan analisis backward linkage index di tiga tahun yang berbeda. Nilai dari backward linkage index menunjukkan bahwa sektor pertanian hanya memiliki sedikit pengaruh dibawah rata-rata sektor lainnya pada perekonomian Aceh. Namun hasil analisis forward linkage, diperoleh bahwa sektor ini berperan penting mendukung sektor-sektor lain karena nilai forward linkage index dari sektor pertanian lebih besar dari 1(FL>1) meskipun bukan yang paling besar. Hasil lainnya menunjukkan, berdasarkan perhitungan analisis pengganda, khususnya pengganda tenaga kerja (employment multiplier), sektor pertanian memiliki nilai tertinggi pada semua periode analisis. Hal ini menunjukkan bahwa sektor ini memiliki efek pengganda (multiplier effect) tertinggi pada jumlah tenaga kerja dalam perekonomian Aceh berkaitan dengan kenaikan unit moneter (rupiah) pada permintaan akhir sektor pertanian.

Indonesia is an agrarian country and the agricultural sector has great potential as the backbone of its economy. Aceh as one of the provinces in Indonesia is no different, the province has great potential in agriculture as one of the important sectors in its economy. This sector has been shown to make a large contribution to the formation of output in the economy of Aceh (% share in Gross Regional Domestic Product) and this sector is one of the most labor absorbing sectors of the economy in Aceh. This research is intended to study the role of the agricultural sector in the economic structure of Aceh province by analyzing input-output (IO) tables of Aceh in three different years: 1998, 2006 and 2012. By using input output analysis as an analytical tool, the pattern of inter-sectoral linkages in the regional of Aceh economy can be seen. In this study, the author uses key sector analysis (backward and forward linkage Indices) and multiplier analysis (output, household income and employment) in order to determine which sectors have the potential to be dominant in the economy of Aceh. The analysis shows that in Aceh's economic structure, the agricultural sector has potential to drive the economy in this province, even though this sector is not categorized as the key sector in the economy. This can be seen from the three periods of analysis the value of backward linkage index shows that the agricultural sector has an influence that is below the average of other sectors in the Aceh economy, but this sector has very important role to support other sectors in the economy because it has a value of forward linkage index greater than one (FL>1), though not the highest. Moreover, based on multiplier analysis, specifically the employment multiplier, the agricultural sector has the highest value for all the analyzed periods, which means that this sector has the highest multiplier effect on the amount of labor in the economy for a monetary unit (rupiah) increase in its final demand.
