Studi ini bermaksud mencermati proses agenda setting dalam sebuah kebijakan publik yaitu kebijakan rehabilitasi jalan dan jembatan di Kabupaten Brebes tahun 2012 sampai 2017 titik Secara lebih khusus koma penelitian ini akan diarahkan untuk mengetahui bagaimana proses penyembunyian kepentingan dalam agenda setting yang dilakukan oleh aktor demi terbukanya policy windows titik Teori agenda setting John W Kingdon digunakan oleh peneliti untuk melihat adanya gejala penyembunyian kepentingan dalam agenda setting titik Hal tersebut dilakukan dengan menjelaskan pertemuan antara tiga arus koma yaitu arus masalah buka kurung problem stream tutup kurung koma arus kebijakan buka kurung policy stream tutup kurung koma dan arus politik buka kurung political stream tutup kurung dalam agenda setting sebagai bentuk terciptanya peluang untuk membuka policy windows titik Metode penerlitian yang digunakan adalah metode kualitatif titik Data dikumpulkan menggunakan teknik wawancara koma observasi koma dan penelusuran data sekunder yang didapatkan melalui dokumen pemerintah Kabupaten Brebes koma buku maupun artikel dari berbagai surat kabar titik Data yang telah dikumpulan kemudian dianalisis melalui tahap reduksi data koma penyajian data dan penarikan kesimpulan titik Hasil dari penelitian ini adalah ketrampilan Bu Idza dalam berpolitik dan berbisnis terlihat dari sifat policy entrepreneurs yang melekat pada dirinya titik Hal ini tentunya dapat menjadi keuntungan bagi masyarakat maupun diri sendiri dalam proses agenda setting titik Disatu sisi terbukanya policy windows di pengaruhi oleh kuatnya arus kebijakan yang di pengaruhi oleh dukungan ide dari policy enterpreneurs serta di dorong oleh proses politik di belakangnya titik

This study intends to examine the agenda setting process in a public policy that is the rehabilitation of roads and bridges in Brebes regency of 2012 until 2017 More specifically coma this research will be directed to find out how the process of concealment of interest in the agenda setting done by the actor for the opening of windows policy point Set theory agenda theory John W Kingdon used by researchers to see the existence of symptoms of concealment of interest in the agenda setting point ��� This is done by explaining the meeting between the three currents coma namely the flow of problems open the brackets problem streams close the brackets coma the flow of policy open the brackets policy streams close the brackets coma and the flow of politics open the bracket political stream close the brackets in the agenda setting as a form of creation of opportunities to open policy windows point The method of research used is qualitative method point Data were collected using interview techniques coma observation and tracing of secondary data obtained through the Brebes District government documents coma books and articles from various newspapers point The data have been collected and then analyzed through the data reduction phase coma data presentation and conclusion point The result of this research is the skill of Bu Idza in politic and business seen from the nature of policy entrepreneurs attached to him point This can certainly be an advantage for the community as well as yourself in the process of setting the agenda point On the one handcoma the opening of windows policy is influenced by the strong flow of policy influenced by the support of the idea of policy enterpreneurs and driven by the political process behind it point
