Kemampuan untuk berinovasi sangat diperlukan dalam aktivitas suatu organisasi. Salah satu cara untuk meningkatkan kemampuan berinovasi adalah melalui pelatihan. Namun, efektivitas pelatihan masih diperdebatkan di kalangan peneliti karena temuan yang beragam dalam penelitian tentang dampak pelatihan dan penerapan hasil pelatihan di tempat kerja. Sejak tahun 2013, Pemerintah Indonesia mereformasi pelaksanaan pelatihan kepemimpinan untuk jabatan struktural sebagai salah satu bagian dari program reformasi birokrasi. Program pelatihan kepemimpinan pola baru ini bertujuan untuk melatih aparat pemerintahan daerah agar lebih inovatif. Namun, perubahan ini meningkatkan biaya pelatihan dan belum ada bukti apakah pelatihan tersebut dapat meningkatkan kinerja pelayanan publik. Penelitian ini mengkaji pelaksanaan program pelatihan dalam meningkatkan perilaku kerja inovatif di sektor publik di Indonesia. Dengan berfokus pada efek pelatihan dan faktor lingkungan kerja yang berhubungan dengan perilaku kerja inovatif peserta, melalui analisis metode kuantitatif dan kualitatif, penelitian ini bertujuan untuk menguji keefektifan pelatihan kepemimpinan pola baru di Daerah Istimewa Yogyakarta. Dalam penelitian ini ditemukan bahwa pelatihan kepemimpinan pola baru tidak secara signifikan memiliki pengaruh terhadap dimensi perilaku kerja inovatif peserta. Akan tetapi beberapa peserta menunjukkan skor yang postitif dalam perilaku kerja inovatif. Melalui pelatihan tersebut, peserta dapat menggali gagasan inovatif dalam pekerjaan mereka dan mendapat kesempatan untuk mendapatkan dukungan dari anggota organisasi. Hasil lain menunjukkan bahwa dukungan sumber daya dan kesempatan berinovasi adalah dua faktor lingkungan kerja yang sebagian besar mempengaruhi penerapan perilaku kerja inovatif di tempat kerja setelah pelatihan. Penelitian ini mengusulkan rekomendasi bagi pemangku kepentingan untuk meningkatkan efektifitas program pelatihan kepemimpinan pola baru

The ability to innovate is necessary in the activities of an organization. One of the ways on improving the ability to innovate is through training. However, the effectiveness of training is still debated among researchers due to mixed findings on the effect of training programs and the application of training results to the workplace. Since 2013, the Government of Indonesia has tried to reform the implementation of leadership training for structural positions as a part of the civil apparatus reformation program. The new leadership training program is aimed to support local government officers to become more innovative. However, this change affected the cost of training and there is a lack of evidence whether the training can improve public officers� performance. This research scrutinizes the implementation of the training program on improving innovative work behavior in the public sector, especially in the Indonesian context. By focusing on the training effect and the work environment factors in relation with participants� innovative work behavior, through a mixed method analysis, this paper aims to examine the effectiveness of the new Indonesian leadership training in Yogyakarta Special Region. This research found that the new Indonesian leadership training does not significantly improve participants innovative work behavior. However, some of participants showed a positive score in their innovative work behaviors. Through the training, participants gain knowledge, skills, and opportunities to explore innovation in their work and have a chance to convince members of the organization to support their innovative ideas. In addition, within organization members� perceptions, the training results improved participants ability on exploring innovative ideas. Another result shows that resources support and opportunity to innovate are the two factors of work environment which mostly affected the application of innovative work behavior in the workplace after the training. This research proposes recommendations for the stakeholders to improve the effectiveness of the new Indonesian leadership training program.
