INTISARI Implementasi Keputusan Bupati Kebumen Nomor 331.1/303/KEP/2016 tentang Kawasan Taat Peraturan Daerah Bidang Perizinan Usaha di Kabupaten Kebumen (Studi Terhadap Proses Pelaksanaan Program di Kawasan Percontohan Jalan Ahmad Yani Kebumen) Oleh: Faizal Iqbal Tamsil Perkembangan perdagangan dan investasi di Kabupaten Kebumen sedang bagus yakni nilai total investasi pada tahun 2016 berjumlah Rp 406.971 miliar dan melampau target Rp 324 Miliar d tahun yang sama. Sebanyak 43.132 unit UMKM terdapat di kabupaten Kebumen, tetapi hanya 30-40 % saja yang memiliki izin usaha lengkap. Keberadaan perda izin usaha di Kabupaten Kebumen tidak efektif dan menjadi salah satu penyebab permasalahan. Selain itu belum ada program/kebijakan mengenai sebuah kawasan yang didalamnya taat akan peraturan izin usaha. Untuk menjawab permasalahan tersebut maka Satuan Polisi Pamong Praja Kabupaten Kebumen dan dibantu oleh SKPD terkait, membuat program yang dinamakan Kawasan taat Perda bidang Izin Usaha yang berlandaskan Keputusan Bupati Kebumen Nomor 331.1/303/KEP/2016 tentang Kawasan Taat Peraturan Daerah Bidang Perizinan Usaha. Pogram ini nantinya akan diterapkan di seluruh kawasan di Kabupaten Kebumen, tetapi untuk mencoba apakah program tersebut mendapat respon yang baik atau tidak dari masyarakat maka dibuat program percontohan yaitu di Jalan Ahmad Yani Kebumen. Dalam penelitian ini membahas mengenai proses implementasi program Taat Peraturan Daerah bidang Perizinan Usaha di kawasan percontohan Jalan Ahmad Yani Kebumen. Kemudian juga membahas mengenai efektif atau tidak program tersebut diterapkan dalam menegakkan peraturan bagi pengusaha di jalan tersebut. Jenis penelitian ini adalah penelitian yang bersifat deskriptif kualitatif. Obyek yang diteliti dalam penelitian ini adalah Jalan Ahmad Yani Kebumen dan stakeholder yang terkait dengan program ini antara lain Satpol PP Kebumen, BPMPT Kabupaten Kebumen, Disperindag Kabupaten Kebumen dan DPU-PR Kabupaten Kebumen. Teknik pengumpulan data yang digunakan adalah wawancara mendalam dengan beberapa narasumber stakeholder tersebut dan juga dari pengusaha di Jalan Ahmad Yani Kebumen. Berdasarkan temuan di lapangan berdasarkan dua variabel pengukuran yang dikemukakan oleh Merilee S. Grindle, yaitu dari aspek proses sudah berjalan baik. Kemudian dari aspek pencapaian tujuan, dapat diketahui bahwa pelaksanaan program di Jalan Ahmad Yani Kebumen sudah berjalan efektif. Hal ini ditandai dengan jumlah kelengkapan izin pengusaha yang berjumlah 63 dari 75 pengusaha. Rekomendasi dari penelitian ini adalah, masing-masing stakeholder terkait harus berkomuniasi dengan baik demi keberhasilan program. Pemberian hukuman harus dipertegas kepada pengusaha yang izin usahanya tidak lengkap. Data-data kegiatan meliputi pencatatan, administrasi, dokumentasi dan pengarsipan harus lengkap.

ABSTRACT The Implementation Kebumen�¢ï¿½ï¿½s Regent Decree Number 331.1 / 303 / KEP / 2016 about Obedient Region of Local Regulation on Business License in Kebumen Regency (The Study of Program Implementation Process in Pilot Area Ahmad Yani Kebumen Street). By: Faizal Iqbal Tamsil The development of trade and investment in Kebumen Regency is being well in total by 2016 with Rp 406,971 billion and exceeding the target of Rp 324 billion in the same year. Total of 43,132 units of SMEs are in Kebumen district, but only 30-40% have complete business licenses. The existence of the regulation of business license in Kebumen District is ineffective and becomes one of the causes of the problem. In addition there is no program / policy regarding an area in which obedient to the business license rules. To answer the problem then the Kebumen Police Precinct Police Unit and assisted by related stakeholder, create a program called Obedient Region of Local Regulation on Business License based on Decree of Kebumen Regent Number 331.1 / 303 / KEP / 2016 about Obedient Region of Local Regulation on Business License in Kebumen Regency. This program will be applied in all areas in Kebumen regency, but to try the program that get good response or not from the society then created a pilot program that is in Ahmad Yani Street Kebumen. In this study discusses about the implementation process of the program the Regional Regulation of Business Licensing in the pilot area of Ahmad Yani Kebumen Street. Then also discuss about the effective or not the program implemented in enforcing regulations for entrepreneurs on that street. The type of this research is descriptive qualitative research. Objects studied in this research are Ahmad Yani Kebumen Street and related stakeholder of this program include Satpol PP Kebumen, BPMPT Kebumen District, Disperindag Kebumen District and Kebumen Regency DPU-PR. Data completion technique used is interview with some stakeholder source and also from entrepreneurs on Ahmad Yani Kebumen.Steet Based on the implementation process based on two measurement variables proposed by Merilee S. Grindle, that is from the aspect of the process is already running well. Then from the aspect the reached of the vision, it can be seen that the program on Ahmad Yani Kebumen Street has been running effectively. This is indicated by the total number of entrepreneurs' permits which are 63 from 75 entrepreneurs The recommendation of this research is that each relevant stakeholder should communicate well for the victory of the program. Giving should be affirmed against entrepreneurs whose permits are incomplete. The data on registration, administration, documentation and archiving must be complete.
