Implementasi Kebijakan Program Bantuan Operasional Sekolah (BOS) Tahun 2014-2015 (Studi Kasus SMA Negeri 1 Sokaraja)

Studi ini bertujuan untuk melihat bagaimana implementasi kebijakan dana Bantuan Operasional Sekolah (BOS) di SMA N 1 Sokaraja berjalan. Kajian ini menarik untuk dilakukan karena studi tentang implementasi BOS SMA belum banyak dilakukan, mengingat BOS SMA adalah program rintisan wajib belajar 12 tahun yang baru berjalan kurang lebih 3 tahun. Implementasi menentukan apakah kebijakan yang dibuat oleh pemerintah berhasil menghasilkan outcome seperti yang direncanakan. Permasalahan yang diangkat dalam studi ini adalah bagaimana impementasi kebijakan BOS di SMA N 1 Sokaraja. Studi ini menggunakan konsep implementasi kebijakan milik Merilee S. Grindle. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan ragam studi kasus tunggal. Unit analisa data dalam penelitian ini adalah SMA N 1 Sokaraja. Data diperoleh melalui observasi, wawancara, dan studi pustaka. Data dianalisis menggunakan pendekatan kualitatif secara induktif yaitu suatu analisa yang berdasarkan fakta dan informasi empiris. Dari hasil penelitian dapat disimpulkan bahwa secara umum implementasi BOS di SMA N 1 Sokaraja sudah berjalan dengan baik dilihat dari dana BOS sudah mambantu biaya operasional sekolah untuk kepentingan non-personalia, serta meringankan atau membebaskan biaya sekolah bagi siswa yang kurang mampu. Di sisi lain, masih ditemukannya permasalahan dari tingkat kepatuhan pelaksana terhadap petunjuk teknis pelaksanaan BOS SMA baik di tingkat sekolah maupun di tingkat Kabupaten/kota.

This study aims to see how the implementation of the School Operational Fund (BOS) fund policy at SMA N 1 Sokaraja runs. This study is interesting to do because the study of the implementation of high school BOS has not been done, given the BOS SMA is a pilot program of 12-year compulsory education that lasted approximately 3 years. Implementation determines whether the policy made by the government succeeds in generating outcomes as planned. The problem raised in this study is how BOS policy implemenation in SMA N 1 Sokaraja. This study uses the concept of policy implementation of Merilee S. Grindle. The type of research used is qualitative research with single case study. Unit of data analysis in this research is SMA N 1 Sokaraja. Data obtained through observation, interview, and literature study. The data were analyzed using an inductive qualitative approach that is an analysis based on facts and empirical information. From the result of the research, it can be concluded that in general the implementation of BOS in SMA N 1 Sokaraja has been running well seen from the BOS fund has helped school operational cost for non-personnel interest, as well as relieve or free the cost of school for the underprivileged students. On the other hand, there are still problems of compliance level of executor to technical guidance of BOS SMA implementation either at school level or at district / city level.
