Penyusunan Pedoman Teknis Pendefinisian Batas Hasil Penegasan Batas Daerah

Kegiatan pemekaran wilayah di Indonesia telah menghasilkan banyak Daerah Otonom Baru (DOB) yang tertuang dalam Undang-undang Pembentukan Daerah (UUPD). Kegiatan pasca terbentuknya DOB adalah Penegasan Batas Daerah yang dilakukan oleh Kementrian dalam Negeri (Kemendagri) dengan hasil suatu Peraturan Menteri Dalam Negeri (Permendagri). Dari kajian awal yang dilakukan oleh Pusat Pemetaan Batas Wilayah Badan Informasi Geospasial (PPBW BIG) terhadap naskah-naskah Permendagri tentang batas daerah antar kabupaten/kota ditemukan bahwa pendefinisian batas daerah dalam bentuk narasi yang tertulis di batang tubuh dengan pendefinisian batas berupa peta lampiran Permendagri banyak terdapat ketidaksesuaian yang berpotensi menimbulkan sengketa di kemudian hari. Hal tersebut diduga karena belum tersedianya pedoman teknis pendefinisian batas daerah. Oleh sebab itu perlu disusun pedoman teknis pendefinisian batas hasil penegasan batas daerah yang diharapkan dapat mengurangi ketidaksesuaian tersebut. Untuk penyusunan pedoman teknis terlebih dahulu dilakukan studi literatur terkait teori boundary making dan pendefinisian batas wilayah. Kemudian melakukan kajian terhadap hasil pendefinisian batas daerah yang terdapat dalam bentuk narasi dan peta pada 80 buah naskah Permendagri tentang penegasan batas daerah. Dari hasil kajian ditemukan berbagai kesalahan dalam pendefinisian garis batas daerah serta ketidaksesuaian antara pendefinisian garis batas di peta lampiran Permendagri dengan narasi batas daerah pada naskah Permendagri. Adanya temuan kesalahan dan ketidaksesuaian tersebut akan diperlukan sebagai bahan untuk menyusun pedoman teknis pendefinisian batas daerah. Hasil kegiatan dalam bentuk pedoman teknis pembuatan peta lampiran Permendagri tentang batas daerah yang berisi persiapan, penggambaran detil batas daerah dan penyajian batas daerah. Kemudian hasil kedua adalah pedoman teknis pendeskripsian batas daerah yang berisi tentang tata cara menyusun narasi penarikan garis dan titik pilar batas daerah dimana didalamnya terdapat contoh-contoh gambar, proses deskripsi dan hasil deskripsi dari masing-masing objek tanda pemisah batas.

Regional extension activities in Indonesia have produced many new autonomous region (Daerah Otonom Baru) contained in the Regional Establishment Act (UUPD). Ministry of State established the regulation of minister of state (Permendagri) for clarifying boundary of region after DOB was formed. First study about manuscripts of regulation of minister of state on the border of region between city and district that conducted by the Geospatial Information Agency (BIG), Centre for Mapping Borders, found that defining the limits of the area in the form of a narrative that is written in the trunk is mismatch with the defining of border in the map attachment of regulation of minister of state which potentially causing a disputes in the future. Disputes happened because there is no technical guidelines of defining regional boundary. Therefore, drafting of technical guidelines about defining boundary which is the results of clarifying boundary of region regulation is expected to reduce this incompatibility. The first thing in making a draft for technical guideline is study the literature related boundary making theory and defining the boundary area. Then conduct a review of the results of defining the border contained in narrative and map of the 80 texts in rules of minister of state (Permendagri) about regulation of demarcation area. From the results of the study found a variety of errors in the definition of the border line and the discrepancy between the definition of the boundary line on the attachement map of regulation of Minister of State and the narrative of boundary line in text of regulation of Minister of State (Permendagri). Their findings and the mismatch error will be required as materials to prepare technical guidelines for defining boundary area. The draft of technical guidelines about defining boundary which is the results of clarifying regional boundary obtains technical guidelines that explain of making appendix maps regulation of minister of state (Permendagri) that contains the procedure of preparing, drawing of boundary detail and presenting regional boundary. The second result of this draft is technical guidelines for making boundary descriptions that will be included in the body of regional boundary regulation. This technical guidelines contains the procedure for preparing the narrative of withdrawal of lines and dots of regional boundary pillar in which there are examples of drawings, process descriptions and the description of each object separator mark boundaries.
