PENENTUAN SEKTOR DAN SUBSEKTOR PERTANIAN UNGGULAN DI PROVINSI RIAU

Penelitian ini bertujuan untuk mengetahui: (1) tren pertumbuhan dan kontribusi PDRB sektor pertanian Provinsi Riau, (2) sektor dan subsektor pertanian unggulan di Provinsi Riau dan masing-masing kabupaten/kota di Provinsi Riau, (3) faktor yang mempengaruhi pertumbuhan sektor pertanian di masing-masing kabupaten/kota dan di Provinsi Riau, dan (4) pola dan struktur pertumbuhan sektor dan subsektor pertanian yang dominan di masing-masing kabupaten/kota dan di Provinsi Riau. Data yang digunakan pada penelitian ini adalah Produk Domestik Regional Bruto Provinsi Riau dan masing-masing kabupaten/kota atas dasar harga konstan 2000 berdasarkan lapangan usaha tahun 2000-2013 serta data Produk Domestik Bruto atas dasar harga konstan 2000 berdasarkan lapangan usaha tahun 2000-2013. Metode yang digunakan adalah metode analisis Tren, Location Quotient (LQ), Dynamic Location Quotient (DLQ), Shift Share, dan Typology Klassen. Hasil penelitian menunjukkan tren pertumbuhan PDRB sektor dan semua subsektor pertanian Provinsi Riau meningkat setiap tahun. Kontribusi sektor dan subsektor pertanian Provinsi Riau meningkat kecuali subsektor tanaman bahan makanan. Selain itu, kontribusi subsektor kehutanan tetap setiap tahun. Sektor pertanian merupakan sektor unggulan dengan subsektor kehutanan dan perkebunan sebagai subsektor unggulan di Provinsi Riau. Sektor pertanian merupakan sektor unggulan pada tingkat kabupaten, kecuali pada Kabupaten Bengkalis dan Siak. Subsektor tanaman perkebunan merupakan susbektor unggulan pada Kabupaten Kuantan Singingi, Indragiri Hulu, Indragiri Hilir, Palalawan, Kampar, dan Rokan Hulu. Selanjutnya, subsektor kehutanan merupakan subsektor unggulan di Kabupaten Kuantan Singingi, Indragiri Hulu, Indragiri Hilir, Pelalawan, Kampar, Rokan Hulu, dan Kep. Meranti. Pertumbuhan ekonomi nasional merupakan faktor yang paling dominan mempengaruhi pertumbuhan sektor/subsektor pertanian baik pada tingkat provinsi maupun kabupaten/kota di Provinsi Riau. Sektor pertanian, subsektor tanaman perkebunan, dan subsektor kehutanan merupakan sektor/subsektor yang maju dan cepat tumbuh di Provinsi Riau. Sektor pertanian masuk dalam kategori maju dan cepat tumbuh pada Kabupaten Kuantan Singingi, Indragiri Hilir, Pelalawan, Siak, Rokan Hulu, Kampar, Bengkalis, Rokan Hilir, dan Kepulauan Meranti. Subsektor tanaman perkebunan masuk dalam kategori maju dan cepat tumbuh pada Kabupaten Pelalawan, Rokan Hulu, dan Kampar. Subsektor kehutanan masuk dalam kategori maju dan cepat tumbuh pada Kabupaten Indragiri Hulu, Indragiri Hilir, Pelalawan, Rokan Hulu, Kampar, Bengkalis, dan Kep. Meranti.

This research aims to know: (1) the trend of GRDP growth and contribution in agricultural sector and subsectors in the province of Riau, (2) the leading agricultural sector/subsectors in the province of Riau and each districts /cities in the province of Riau, (3) the factors that affect the contribution of agricultural sector/subsectors in the each districts /cities and the province of Riau, and (4) the pattern and structure of economic growth in agriculture sector/subsectors in the each districts /cities and the province of Riau. The data that used in this research are the Gross Domestic Regional Product of Riau Province and each districts/cities on 2000 constant prices based on field operations from 2000 to 2013 and Gross Domestic Product at constant prices in 2000 based on field operations for the year 2000-2013. The method that used for this research are trend analysis, Location Quotient (LQ), Dynamic Location Quotient (DLQ), Shift Share, and Klassen typology. The results showed that the growth trend of GRDP of the sector and all agriculture subsectors of Riau Province increase every year. The contribution of agriculture sector and subsector of Riau Province increased except food crops subsector. In addition, the contribution of the forestry subsector remains annually. The agricultural sector is the leading sector with the forestry and plantation subsectors as the leading subsector in Riau Province. The agricultural sector is the leading sector at the districts, except in Bengkalis and Siak districts. The subsector of plantation crops is the leading susbector in Kuantan Singingi, Indragiri Hulu, Indragiri Hilir, Palalawan, Kampar and Rokan Hulu regencies. The forestry sub-sector is the leading subsector in Kuantan Singingi Regency, Indragiri Hulu, Indragiri Hilir, Pelalawan, Kampar, Rokan Hulu and Kep. Meranti. National economic growth is the most dominant factor affecting the growth of agricultural secto/subsectors at the provincial and districts/cities in Riau Province. The agricultural sector, the plantation crop subsector, and the forestry subsector are the advanced and fast growing sectors/subsectors in Riau Province. The agricultural sector is categorized as advanced and fast growing in Kuantan Singingi, Indragiri Hilir, Pelalawan, Siak, Rokan Hulu, Kampar, Bengkalis, Rokan Hilir and Meranti Islands. The plantation subsector belongs to the advanced and fast-growing category in Pelalawan, Rokan Hulu and Kampar districts. Forestry subsectors fall into the advanced and fast growing categories in Indragiri Hulu, Indragiri Hilir, Pelalawan, Rokan Hulu, Kampar, Bengkalis, and Kep. Meranti.
