THE IMPLEMENTATION OF THE INTEGRATED SUB-DISTRICT ADMINISTRATIVE SERVICE (PATEN) POLICY IN SOUTH BANGKA REGENCY IN EFFORTS TO REACH GOOD LOCAL GOVERNANCE

Penelitian ini berbicara tentang sebuah sistem terpadu dari pelayanan publik yang dilaksanakan oleh pemerintah daerah. Kebijakan PATEN adalah sebuah program nasional di Indonesia that ditetapkan melalui Peraturan dari Menteri Dalamm Negeri No. 4 Tahun 2010 tentang panduan untuk pelayanan administrasi terpadu kecamatan. Melalui Undang-undang ini, pemerintah pusat melalui Bupati telah mendelegasikan beberapa kewenangan ke Camat untuk meningkatkan kualitas pelayanan publik di tingkat lokal. Seluruh Kecamatan di Indonesia adalah diharuskan untuk melaunching program ini tidak lebih dari 5 tahun sejak Peraturan ini ditetapkan. Kecamatan dipilih oleh pemerintah untuk melaksanakan kebijakan ini karena mereka berinteraksi secara langsung dengan masyarakat berkaitan dengan pelayanan publik dan bagaimana pelayanan dekat dengan publik. Di tingkat lokal, Pelayanan publik masih masih sebuah isu yang belum teratasi hingga saat ini. Kualitas pelayanan publik masih jauh dari baik. Dengan kata lain, Performa dari birokrasi publik masih rendah karena ada banyak kritik dari publik yang dialamatkan ke institusi pemerintah berkaitan dengan pelayanan publik seperti prosedur yang panjang, berbelit-belit, tidak professional dan lain-lain. Dengan mengadopsi program PATEN, pemerintah berharap bahwa itu akan dapat untuk mengatasi isu-isu di masyarakat. Tujuan dari penelitian ini adalah untuk mengambarkan dan menganalisa Implementasi dari Program PATEN di Kabupaten Bangka Selatan selama 2 (dua) tahun terakhir di tahun 2015 dan 2016, untuk mengetahui faktor-faktor yang mempengaruhi sukses atau gagal dari Implementasi dari Kebijakan PATEN dan juga untuk mengidentifikasi faktor-faktor yang menghambat implementasi tersebut. Studi ini menggunakan metode kualitatif deskriptif. Data dikumpulkan melalui observasi, wawancara mendalam, dan dokumentasi. Sumber-sumber data adalah informan, dinas-dinas, surat kabar dan beberapa laporan studi sebelumnya. Hasil dari penelitian menunjukkan bahwa Implementasi dari Program PATEN di Kabupaten Bangka Selatan tidak sepenuhnya diimplementasi. Dari 8 (delapan) Kecamatan, hanya 4(empat) Kecamatan saja yang telah melaksanakan program ini sementara yang lainnya belum melaunching program dimaksud. Ada beberapa faktor yang mempengaruhi mengapa Kebijakan PATEN tidak berjalan sukses sepenuhnya seperti masih mengandalkan metode tradisional dalam pelayanan publik, kondisi geografis dan kesulitan akses, keterbatasan anggaran, kurang pegawai dan rendahnya kapasitas aparatur, rendahnya dukungan dan komitmen diantara pejabat publik, tidak jelasnya pendelegasian kewenangan dan bahkan rotasi dari pejabat publik di pemerintahan kecamatan

This research talks about an integrated-system of public service delivery by local government. PATEN policy is a national program in Indonesia that was established by the Regulation of the Minister of Home Affairs No. 4 year 2010 on the guidelines for the Integrated Sub-district Administrative Service. Under this regulation,the central government through the Regent has delegated some of the duties to the Head of Sub-district to improve the quality of public service at the local levels. All Sub-districts in Indonesia are required to launch this program not later than 5 years since this rule set. The Sub-districts are chosen by the government to carry out this policy because they interact directly with the community regarding public service and how the service is closed to the public. At the local level, public service delivery remains an issue that has not resolved until nowadays. The quality of public service is still far from good. In other words, the performance of public bureaucracy is still low because there was much public criticism directed at the government institutions concerning public service delivery, such as long service procedures, rambling, unprofessional, and so forth. By adopting PATEN policy, the government expected that it would be able to tackle these issues in the society. The purpose of this research is to describe and analyze the implementation of the PATEN Policy in South Bangka Regency for the last two years in 2015 and 2016, to know the factors affecting the success or failure of the implementation of PATEN policy and also to identify the factors that inhibited its implementation. This study uses a descriptive qualitative method. Data were collected through observation, in-depth interview, and documentation. The sources of data were informants, agencies, newspapers and some previous research reports. The result of this study shows that the implementation of the PATEN policy in South Bangka Regency has not yet been fully implemented. Of eight Sub-districts, only four Sub-districts have implemented this program while others have not yet launched it. There are several factors affecting why the PATEN policy doesn't run successfully like heavy reliance on traditional method in services, geographical conditions and access difficulties, limited budgets, lack of personnel and low capacity among public officials, low support and commitment among public officials, unclear the delegation of authority and even the rotation of public officials at Sub-districts' government.
