PEMANFAATAN PENGINDERAAN JAUH DAN SISTEM INFORMASI GEOGRAFI UNTUK KAJIAN KINERJA RUAS JALAN SEBAGIAN WILAYAH KLATEN KOTA

INTISARI Kinerja ruas jalan dinyatakan ke dalam derajat kejenuhan, kecepatan rata-rata kendaraan, waktu tempuh kendaraan, dan tingkat pelayanan jalan. Indikator tersebut dikaji menggunakan faktor pembobot yang telah tersaji pada Manual Kapasitas Jalan Indonesia, 1997. Peran penginderaan jauh menggunakan citra Quickbird dan sistem informasi geografi dapat memudahkan dalam mengkaji kinerja ruas jalan sehingga memiliki visualisasi keruangan terhadap setiap indikator dalam kajian kinerja ruas jalan. Tujuan penelitian ini untuk mengetahui peran penginderaan jauh dan sistem informasi geografi untuk mengetahui parameter-parameter kinerja ruas jalan dan mengetahui kinerja ruas jalan sebagian wilayah Klaten Kota. Metode yang digunakan dengan menyadap data penggunaan lahan dan lebar jalan dari interpretasi citra Quickbird untuk menentukan beberapa parameter dalam kinerja ruas jalan. Data volume lalu lintas dilakukan survei lapangan pada jam puncak pagi, siang, dan sore hari. Kinerja ruas jalan dilihat dari hasil dari perhitungan derajat kejenuhan yang diklasifikasikan ke dalam tingkat pelayanan jalan. Hasil tingkat pelayanan jalan yang disesuaikan dengan hasil kecepatan rata-rata dan waktu tempuh kendaraan yang melewati ruas jalan di sebagian wilayah Klaten Kota yang sudah ditentukan menurut Manual Kapasitas Jalan Indonesia, 1997. Hasil penelitian ketelitian uji interpretasi penggunaan lahan sebesar 94,87% dan interpretasi lebar jalan dengan ketelitian sebesar 89,29%. Hasil kajian kinerja ruas jalan berupa peta derajat kejenuhan, kecepatan rata-rata kendaraan, waktu tempuh kendaraan, dan tingkat pelayanan jalan. Hasil tersebut menunjukkan bahwa kinerja ruas jalan wilayah Klaten Kota baik yang didominasi oleh semua ruas jalan dengan hasil derajat kejenuhan sebesar <0,60, kecepatan tempuh sebesar >30km/jam, waktu tempuh sebesar<0,05 jam, dan tingkat pelayanan jalan kategori A (sangat baik).

ABSTRACT Road performance is expressed in degree of saturation, average speed of vehicle, vehicle travel time, and level of road service. The indicators are examined using weighting factors that have been presented in the Manual Kapasitas Jalan Indonesia, 1997. The role of remote sensing using Quickbird image and geographic information systems can facilitate in assessing road performance so as to have spatial visualization of each indicator in the road performance review. The purpose of this research is to know the role of remote sensing and geographic information system to know the parameters of road performance and to know the performance of road segment in Klaten City. The method used by intercepting land use data and the road width of the Quickbird image interpretation to define some parameters in road performance. Traffic volume data are field surveys at peak hours in the morning, afternoon and evening. The performance of the road segment is seen from the result of the calculation of degree of saturation classified into the level of road service. The result of the road service level is adjusted with the result of the average speed and the travel time of the vehicle passing through the road segment in some of Klaten City which has been determined according to Manual Kapasitas Jalan Indonesia, 1997. The Result of research accuracy of land use interpretation is 94,87% and interpretation of road width with accuracy equal to 89,29%. The results of road performance assessment in the form of maps of degree of saturation, the average speed of the vehicle, the travel time of the vehicle, and the level of service road. These result indicate that performance of the road of Klaten city is as good which is dominated by all roads with the degree of saturation is less than 0.6 ratio, the average speed of the vehicle is more than 30km/hour, the travel time of the vehicle is less than 0,005 hours, and level of service road is a very good classify (A).
