PENGEMBANGAN SISTEM BILLING KONVERGEN DI RSH. PROF. SOEPARWI BERBASIS WEB

Sebagai salah satu dari dua rumah sakit hewan yang terdapat di provinsi DI Yogyakarta dan Jawa Tengah, RSH Prof. Soeparwi belum menerapkan integrasi teknologi informasi dalam pengolahan datanya. Karenanya, pihak RSH membutuhkan sistem informasi yang dapat memudahkan mereka dalam mengelola tagihan pasien. Pada tahun 2016 telah dikembangkan prototype sub-sistem billing untuk itu, namun prototype tersebut masih memiliki beberapa kelemahan seperti tampilan yang tidak ramah pengguna dan belum mengintegrasikan tagihan dari berbagai jenis layanan dalam satu faktur. Sistem juga belum dievaluasi oleh pengguna sebenarnya (pihak RSH) dengan metode SUS dan masih menggunakan data dummy. Berdasarkan permasalahan di atas, penulis memberikan solusi dengan membangun sebuah sistem billing baru yang dapat memudahkan pihak RSH untuk mengelola dan menyimpan tagihan pasien sedemikian rupa sehingga mampu mengintegrasikan tagihan dari berbagai layanan. Selain memperbaiki kelemahan pendahulunya, sistem billing ini juga memiliki tambahan fitur laporan keuangan serta integrasi sebagian fitur sistem pendaftaran dan sistem apotek. Perancangan sistem mengikuti model Waterfall dan menggunakan use case diagram, activity diagram, sequence diagram, dan entity relationship diagram. Data yang digunakan adalah data dari pihak RSH serta data dummy untuk sistem apotek. Fungsionalitas sistem diuji dengan metode black-box dan dievaluasi oleh pihak RSH dengan metode SUS. Penelitian ini menghasilkan sistem billing rumah sakit berbasis web yang dikembangkan dengan menggunakan bahasa pemrograman HTML, CSS, dan PHP. Berdasarkan pengujian, diperoleh hasil skor SUS sebesar 77,5 dan tingkat keberhasilan pengujian black-box pada 102 fitur sistem sebesar 100%. Dengan demikian, dapat disimpulkan bahwa sistem bekerja dengan baik dan memiliki nilai kebergunaan yang cukup tinggi.

Even though RSH Prof. Soeparwi (Professor Soeparwi Veterinary Hospital) is renowned as one of two veterinary hospitals in the Special Regency of Yogyakarta and Central Java, the hospital has yet to fully embrace information technology within their system. Every transaction done is still documented manually. Thus, the hospital needs an information management system that may ease their workload on managing patient bills. In 2016, a prototype of said system was built to help ease the workload, yet it also has its up and downs. Major drawbacks of the prototype include unfriendly interface, absence of accounting reports and lack of integration between bills from various departments. Another drawback of the prototype is the fact that it has not been tested using actual data and has not been evaluated using the SUS method by potential future users. With reference to the above mentioned matters, the goal of this project is to design and create a new billing system which allows the staffs to manage and store patient bills in such a way that it can integrate bills from various departments. In addition to improving the drawbacks of its predecessor, the new system has additional features to allow down payments, automatically generate accounting reports, as well as integrate some features of the registration and the pharmacy system. The system design followed the Waterfall approach and was done using the use case diagram, activity diagram, sequence diagram, and entity relationship diagram. The data processed was actual data from the hospital and dummy data for the pharmacy system. The system�s functionality was tested using the black-box method and then evaluated by the hospital staffs using the SUS method. The result of this project is a web-based hospital billing system built using HTML, CSS, and PHP programming languages. From there, we obtained a score of 77,5 out of 100 from the SUS evaluation and 100% success rate from 102 features tested with black-box testing method. Therefore, we can conclude that the new system works well and has good usability.
