Penelitian ini bertujuan menganalisis Highest and best use dan mengestimasi nilai Life cycle cost pada Grand design Pembangunan Ruko di atas Lahan milik Pemerintah Provinsi Nusa Tenggara Timur. Untuk menganalisis Highest and best use dilakukan dengan cara menguji kelayakan aspek fisik, aspek legal dan aspek finansial. Sedangkan untuk mengestimasikan nilai LCC dengan cara menghitung biaya keseluruhan mulai dari investasi awal sampai dengan masa umur manfaatnya. Hasil dari penelitian ini menunjukan bahwa secara Fisik layak, secara Peraturan/Legal layak, dan secara Keuangan dengan melihat hasil Analisis kelayakan investasi menghasilkan kesimpulan layak berdasarkan kriteria Net Present Value (NPV), Payback Period (PBP), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR). Hasil perhitungan nilai Total life cycle cost setelah menggunakan simulasi Monte Carlo sebanyak 1000 kali adalah Rp83.746.350.334 Kata kunci: Highest and best use, Life Cycle Cost, simulasi Monte Carlo

This study aims to analyze Highest and best use and estimate Life cycle cost value in Grand Design of Ruko Development on Land owned by East Nusa Tenggara Province Government. To analyze Highest and best use done by testing the feasibility of physical aspect, legal aspect and financial aspect. Meanwhile, to estimate the value of LCC by calculating the overall cost starting from the initial investment until the useful life. The results of this study indicate that Physically feasible, legally appropriate, and financially by looking at the results. Investment feasibility analysis yields a worthy conclusion based on Net Present Value (NPV), Payback Period (PBP), Benefit Cost Ratio (BCR) criteria, Internal Rate of Return (IRR).
