SUPERVISI KEPERAWATAN DI RSUD PANEMBAHAN SENOPATI BANTUL

Perawat dan bidan sebagai sumber daya manusia yang berkontribusi dalam pelayanan keperawatan turut berperan aktif dalam memberikan citra baik buruknya pelayanan rumahsakit. Untuk itu perlu adanya pengawasan agar proses keperawatan berjalan sesuai tujuan dan standar asuhan keperawatan. Tahun 2015 pihak manajemen RSUD Panembahan memberlakukan program supervisi keperawatan dengan pedoman pengawasan serta menunjuk perawat untuk menjadi supervisor. Namun dalam praktik, terdapat kendala yang tidak sesuai dengan buku pedoman. Supervisi keperawatan hanyalah formalitas. Melalui evaluasi program supervisi diharapkan dapat memberikan gambaran situasi supervisi keperawatan yang telah berjalan, serta dukungan dari pihak organisasi untuk mencapai kinerja yang lebih baik. Tujuan: Penelitian bertujuan mendeskripsikan business process, tujuan, dampak manfaat supervisi keperawatan, POS serta dukungan organisasi dari manajemen RSUD Panembahan Senopati supervisor terkait program supervisi keperawatan. Metode: Penelitian ini menggungakan rancangan studi kasus deskriptif dengan desain kasus tunggal embedded dan pendekatan kuantitatif dengan Survey of Perceived Organizational Support Penelitian akan dilakukan di RSUD Panembahan Senopati, Bantul. Hasil : Dalam penelitian ini diperoleh hasil yang menunjukkan bahwa responden yang mempersepsikan dukungan organisasi tinggi adalah sebanyak 27 orang (61,4%) dan individu yang menilai dukungan organisasi yang didapatkannya sedang atau mencukupi adalah 17 orang atau 38,6% dari keseluruhan responden. Tema-tema yang muncul terkait dukungan organisasi adalah, fairness, supervisor support, organizational reward and job condition. Kesimpulan : Pemberlakuan program supervisi keperawatan dilaksanakan sesuai kebijakan. Namun, ada faktor-faktor yang mempengaruhi persepsi supervisor terhadap dukungan dari organisasi terkait fasilitas serta monitoring dan evaluasi yang memberi konsekuensi seperti ketidakhadiaran para supervisor.
Background: Nursing and midwifery services have an important role in determining the success of health services coverage. Nurses and midwives as human resources who contribute in nursing service also play an active role in providing good image bad hospital services. For that there is need for supervision to the nursing process runs according to the goals and standards of nursing care. In 2015 the management of Panembahan Hospital implements nursing supervision program with supervision guidelines and appoints nurses to become supervisors. But in practice, there are obstacles that are not in accordance with the manual. Through the evaluation of the supervision program is expected to provide an overview of the situation of nursing supervision that has been running, as well as support from the organization to achieve better performance. Objective: The purpose of this study was to investigate the level of Perceived Organizational Support (POS) nursing supervisors related supervision program that has been running in RSUD Panembahan Senopati and management support to the program. Method: Case study embedded design. Quantitative (SPOS) and qualitative (in depth interview)were conducted to 44 respondents. The selection of respondents has done by purposive sampling method, where only nursing supervisors have the rights to fill the data. Result : There are different POS levels perceived by the supervisor. The frequency of respondents who rated high organizational support was 27 persons (61.4%) and individuals who rated moderate or sufficient organizational support were 17 people or 38.6% of the total respondents. The emerging themes related to fairness, supervisor support and organizational reward and job condition. Conclusion and recommendation : The course of the program has not been optimal as the expectations of management dan perceived organizational upport affected the implementation. In fact, in practice, not all nursing supervisors are performed according to the supervisory function of providing support to subordinates, as well as transfer of knowledge.
