Respon Warga atas Usulan Bupati Bantul tentang Pembangunan Hotel Berbintang di Kawasan Wisata (Studi di Dusun Mancingan Desa Parangtritis Kecamatan Kretek Kabupaten Bantul Yogyakarta)

Penelitian ini mengkaji mengenai respon warga masyarakat Dusun Mancingan terkait usulan Bupati Bantul tentang pendirian hotel berbintang di kawasan wisata Pantai Parangtritis. Permasalahan ini mulai muncul setelah terpilihnya Suharsono sebagai Bupati terpilih Bantul pada tahun 2016 lalu. Memang belum terdapat kebijakan resmi yang mengatur mengenai pembangunan hotel di kawasan Pantai Parangtritis, namun banyak media yang telah memberitakan mengenai hal tersebut bahwa dikepemimpinan Bantul sekarang ingin memajukan pariwisata menjadi wisata yang berkelas. Pendirian hotel berbintang menjadi salah satu langkahnya. Respon masyarakat terkait pembangunan yang terjadi di daerahnya sangat penting dijadikan bahan pertimbangan dalam pembangunan. Mengingat yang akan merasakan dampak dan manfaatnya kelak adalah masyarakat itu sendiri. Pembangunan merupakan upaya yang dilakukan oleh pemerintah untuk dapat meningkatkan derajat hidup warganya, sehingga dengan pembangunan diharapkan mampu tercapai kesejahteraan bagi warganya. Namun dari beberapa pembangunan yang pernah dilakukan sebelumnya menunjukkan adanya permasalahan yang hadir di tengah upaya penyejahteraan masyarakat. Seolah-olah masyarakat menjadi pihak tertindas dihadapkan oleh pemerintah dan swasta yang menjadi pihak penindas. Peran antagonis yang disematkan pada pemerintah dan swasta bukan tanpa alasan. Berdasarkan beberapa pembangunan sebelumnya terlihat kurang harmonisnya komunikasi yang dijalin antara pihak-pihak yang membangun termasuk masyarakat. Masyarakat seolah-olah diabaikan dan tereksklusi sebagai aktor pembangunan. Respon warga Dusun Mancingan menjadi gambaran dari perlakuan pelaku pembangunan yang dinilai tidak menyejahterakan rakyat. Respon warga tersebut juga menunjukkan gambaran ke depan mengenai hal-hal yang mungkin terjadi pasca pembangunan yang masih dalam tataran usulan. Meskipun isu ini masih sebatas usulan atau rencana, namun respon masyarakat atas kondisi dan kesiapan mereka menerima perubahan (pembangunan) menjadi sangat penting untuk diperhatikan. Keterlibatan masyarakat dalam membangun kawasannya menjadi wajib dilakukan agar pembangunan berlabel menyejahterakan tidak mengingkari tujuannya. Namun demikian, sampai akhir penelitian ini dilakukan, belum ada kepastian pendirian hotel berbintang dari pemerintah Bantul. Meski begitu, warga telah memberikan respon terkait usulan Bupati Bantul tersebut. Hal tersebut mengisyaratkan bahwa masyarakat peduli terhadap apa yang akan terjadi dan apa konsekuensi yang akan mereka dapatkan. Oleh karena itu, respon atau persepsi yang diungkapkan oleh masyarakat terkait kebijakan yang dilontarkan oleh pemerintah hendaknya menjadi perhatian serius untuk terwujudnya pembangunan yang dikehendaki bukan hanya mementingkan isi perut segelintir orang saja, melainkan seluruh masyarakat.

This research examined about the respond of residents of Dusun Mancingan related to the ptoposal of Bantul Regent about the establishment of the star hotels in Parangtritis Beach tourism area. This problem arose after the election of Suharsono as the elected Regent of Bantul in 2016. Indeed, there was no official policy which regulates the construction of hotels in the area of Parangtritis Beach just yet. However, numerous media have been spread about the leadership of Bantul which wants to promote tourism into a classy one and the establishment of the star hotels became one of the ways. The residents responses related to development that occurred in the area were very important to be considered as impacts and benefits in the future related to the development will be perceived by the society itself. Development is an effort taken by government to improve the life of its people and it is expected to achieve prosperity for its citizens. However, some of the previous developments have shown problems that exist in the midst of the effort of prospering the people. It is as if society became the oppressed party confronted by the government and private who are the oppressors. The role of antagonists embedded on government and private is for a reason. Based on same previous developments, it seemed that the communication between the development parties and the community was not harmony. The community was ignored and executed as a development actor. Response of Mancingan residents became a picture of the treatment of development actors who are consedered to not prosper the people. The response of the citizens also shows the upcoming depiction of what might happen in post construction which it still in the level of proposal. Although this issue is still limited to proposals or plans, the response of the community over their condition and preparedness to accept change (development) became very important to note. Involvement of the community in building the region became mandatory so that the development of labeled prosperity does not deny its purpose. However, until the end of this research, there was no certainty of the establishment of the star hotels from Bantul Government. Nevertheless, residents have given responses related to the proposal of Bantul Regent. It shows that people care about what will happen and what consequences they will get. Therefore, responses or perceptions conveyed by people regarding to policies by government should be a serious concern to achieve the desires development, it should not concerned with the advantage of only few people, but for the whole community.
