Mutu vaksin merupakan hal yang penting dalam pelaksanaan program imunisasi dasar pada bayi, diperlukan pengelolaan vaksin yang baik untuk menjaga mutu vaksin hingga ke tangan sasaran imunisasi. One gate policy merupakan sistem yang dapat meningkatkan efisiensi dan efektivitas pengelolaan vaksin. Penelitian ini bertujuan untuk mengetahui gambaran proses pengelolaan vaksin program imunisasi dasar dan implementasi one gate policy pada pengelolaan vaksin di Dinas Kesehatan Provinsi DIY pada tahun 2014-2016. Penelitian ini dilakukan dengan metode survei dan dianalisis secara deskriptif dengan data retrospektif dan konkuren. Data kuantitatif didapatkan melalui observasi dokumen perencanaan vaksin. Data kualitatif diperoleh melalui wawancara kepada Kepala Seksi Surveilans dan Imunisasi, Kepala Seksi Farmakmin dan Alkes, serta Pengelola Vaksin di Dinas Kesehatan Provinsi DIY, selain itu dilakukan observasi terhadap pengelolaan vaksin program imunisasi dasar. Data yang terkumpul diolah dan diinterpretasikan untuk membandingkan fenomena yang terjadi dengan standar baku pengelolaan vaksin yang telah ditetapkan oleh pemerintah. Gambaran proses pengelolaan vaksin program imunisasi dasar di Dinas Kesehatan Provinsi DIY, perencanaan dilakukan secara bottom up, berdasarkan jumlah sasaran bayi. Hasil perhitungan perencanaan kebutuhan vaksin DPT-HB- HiB, IPV dan Campak tidak valid karena cara perhitungannya yang salah dan terjadi kelebihan ketersediaan karena tidak memperhitungkan sisa stok sebelumnya. Pengadaan dilakukan melalui droping dari Kementerian Kesehatan RI sesuai jadwal permintaan resmi dari Provinsi. Penerimaan dan penyimpanan vaksin dilakukan sesuai standar sehingga tidak pernah terjadi kerusakan vaksin. Penyimpanan vaksin dilakukan di Instalasi Farmasi namun pengelolaan vaksin dilakukan oleh Pengelola Vaksin Seksi Surveilans dan Imunisasi. Pendistribusian menggunakan sistem push dan pull, disertai dengan dokumen administrasi yang lengkap dan cold chain selalu terjaga. Pencatatan dan pelaporan dilaksanakan secara rutin dengan baik. Pengelolaan vaksin program imunisasi dasar di Dinas Kesehatan Provinsi DIY belum sepenuhnya mengimplementasikan one gate policy.

Vaccine quality is important in the implementation of basic immunization program in infants, good vaccine management is required to maintain the quality towards the immunization target. One gate policy can improve the efficiency and effectiveness vaccine management. This study aims to determine the process of vaccine management of basic immunization program and implementation of one gate policy on vaccine management at DIY Provincial Health Office DIY in 2014- 2016. This research was conducted by survey method and analyzed descriptively with retrospective and concurrent data. Quantitative data was obtained through observation of vaccine planning documents. Qualitative data were obtained through interviews to the Head of Surveillance and Immunization Section, Head of Pharmacy Section, and Vaccine Manager at DIY Provincial Health Office, besides observation on vaccine management of basic immunization program. Data was processed and interpreted to compare the phenomenon that occurs with vaccine management standards established by the government. An overview of the vaccine management process of primary immunization programs at DIY Provincial Health Office, planning is done in a bottom up, based on the number of baby goals. The calculation of DPT-HB-HiB, IPV and Measles vaccine planning needs is not valid because of the wrong way and there are excesses availability because the rest of the previous stock is not taken into account. Procurement is done through droping from the Ministry of Health of the Republic of Indonesia according to the official request schedule from the Province. Acceptance and storage of vaccines is done according to the standard so there is no vaccine damaged. Vaccine storage is done at Pharmacy Installation but the vaccine management process is done by Vaccine Manager from Surveillance and Immunization Section. Distribution using push and pull system, accompanied by complete administrative documents and cold chain is always maintained. Recording and reporting are carried out regularly. The management of the vaccine for primary immunization program at DIY Provincial Health Office has not fully implemented one gate policy.
