ANALISIS KINERJA JALAN SERTA PROGRAM PENANGANANNYA STUDI KASUS : SENTANI, KABUPATEN JAYAPURA, PAPUA

Perkerasan jalan biasanya mengalami penurunan kondisi sebelum umur rencananya yang dapat diketahui dari adanya kerusakan pada permukaan perkerasan. Penelitian ini bertujuan untuk melakukan penilaian kinerja perkerasan jalan, menentukan alternatif program penanganan serta menghitung biaya perbaikannya. Penelitian ini dilakukan pada Ruas Jalan Raya Kemiri Sentani, Kabupaten Jayapura, Propinsi Papua dengan panjang jalan ± 6,2 km. Inventarisasi jenis dan tingkat kerusakan jalan perlu dilakukan pada ruas jalan tersebut, kemudian dalam penilaian kinerja jalan menggunakan Metode PCI. Selanjutnya, digunakan untuk mencari alternatif program penanganan jalan dan menggunakan Analisa Harga Satuan Pekerjaan Bidang Bina Marga Revisi 3 Tahun 2010 untuk menganalisis biayanya. Pada ruas jalan yang diteliti, dilakukan pembagian kedalam 3 section dengan tujuan agar biaya/dana yang tersedia dapat dikelola secara tepat dan efisien sesuai dengan prioritas penanganan. Hasil penelitian ini menunjukkan bahwa pada Ruas Jalan Raya Kemiri Sentani pada section 1 memiliki nilai PCI 88 (Excellent) dengan tipikal kerusakan Block Cracking (Low) sebesar 47%, Alligator Cracking (Low) sebesar 25%, dan kerusakan lainnya dibawah 10%; section 2 sebesar 83,76 (Very Good) tipikal kerusakan Block Cracking (Low) sebesar 22%, Long & Trans Cracking (Low) sebesar 20%, dan kerusakan lainnya dibawah 11%; section 3 dengan nilai PCI 80,88 (Very Good) tipikal kerusakan Block Cracking (Low) sebesar 19%, Alligator Cracking (Medium) sebesar 17%, Alligator Cracking (Low) sebesar 14%, dan kerusakan lainnya dibawah 12%. Dari nilai PCI tersebut ditentukan program penanganan yaitu menggunakan preventive maintenance, dimana kondisi ruas jalan yang masih baik. Hasil perhitungan biaya penanganan didapati pada section 1 sebesar Rp. 570.592.137,62, section 2 sebesar Rp. 503.453.953,51 dan section 3 sebesar Rp. 683.188.369,70. Sehingga didapatkan jumlah biaya alternatif penanganan yang diperlukan sebesar Rp. 1.757.234.460,83.

Road pavements usually decline before their expected age that can be detected from the damage on the pavement surface. Therefore, this study aims at assessing the performance of the road pavements, determining the alternative treatment program, and also calculating the cost of repair. This research was conducted on Kemiri Sentani Highway, Jayapura Regency, Papua Province with the road length is ± 6.2 km. The inventory of types and level of the road damage were conducted on the road, then PCI Method was used to asses the road performance. Furthermore, it was also used to find alternative road handling programs and Unit Price Analysis of Working Unit of Bina Marga Revision 3 Year 2010 to analyze the cost. On the road observed, it was divided into 3 sections with the purpose that the available cost/funding can be managed appropriately and efficiently in accordance with the priority preservation. The results of this study show that the Kemiri Sentani Highway in the section 1 has a value of PCI 88 (Excellent) with a typical damage of Block Cracking (Low) by 47%, Alligator Cracking (Low) by 25%, and other damages below 10%; section 2 amounted to 83.76 (Very Good) with the typical damage Block Cracking (Low) by 22%, Long & Trans Cracking (Low) by 20%, and other damages below 11%; section 3 with the PCI 80.88 (Very Good) with typical damage Block Cracking (Low) by 19%, Alligator Cracking (Medium) by 17%, Alligator Cracking (Low) by 14%, and other damages under 12%. From the values of PCI, the preservation program determined is by using preventive maintenance, since the road are still in good condition. Moreover, the result of the calculation of the costs of handling found in section 1 is Rp. 570,592,137.62, section 2 is Rp. 503,453,953.51, while in section 3 is Rp. 683.188.369,70. Therefore, the overall amount of alternative cost of preservation required is Rp. 1.757.234.460,83.
