Timah Tbk, state-owned tin mining company, which compete for the access to Kelabat Bay and Matras Sea as common pool resources. The Conflict ariso because of interests differences and moreover due to the negative externalities that PT. Timah and its partner’s activities gave to the traditional fishermen. Not only traditional fishermen, but also small tourism actors have to bear the costs because their income is reduced due to the sea become muddy, while PT. Timah tbk and its partner can gain excessive profits. By using case study method, this research wanted to know the process of conflict management. Research results indicate that generally there are two types of conflict management: conflict mechanism and conflict strategies. PT. Timah and its partner offered compensation to the traditional fishermen and tourism actors as mechanism of conflict management. However, the attempt was rejected because they considered it as short term solution only and has no future nor sustainability. On the other hand, the government of Bangka Belitung Province is also involved to find win-win solution for two warring parties, but still has not managed to reconcile the two parties. Finally, at the end, the government decided to accelerate the formulating of zoning regulation (spatial planning and marine areas) as strategy of the conflict over common pool resources.
