ABSTRACT The development of Goa Cemara’s beach tourism village very rapidly. Potentials owned by the tourist village like natural beauty, traditional arts and also a turtle conservation can be optimized in the development of the Tourism Village. Development of rural tourism through cultural and artistic attractions become one of the leading for increasing the number of visitors. Through Pokdarwis as the manager of Goa Cemara’s Beach tourist area to expand by promoting the use of local knowledge. In addition to increasing the number of tourists, featuring cultural attractions can preserve the culture of society. The purpose of this study was to identify the potential of tourism as well as strategic issues both the strengths, weaknesses, threats and opportunities that can be used to determine the appropriate strategy to be applied in the planning strategic. The method used in this research is qualitative method. The means used in data collection are observation, interview and documentation. Then techniques to analyze the gathered data is qualitative descriptive analytical method. Research findings show that the views of the SWOT analysis, Tourism of Goa Cemara’s Beach has a lot of potential that can be developed, view of the strengths, weaknesses, threats and opportunities. it can be seen the most important strategic issues that can be used to determine the right strategy, such as maximizing the potential of culture and art, minimizing the weaknesses of human resources and tourism facilities.
