ABSTRACT This study aims to look at the configuration of the village after the availability of village fund. This research is about the power, especially the power of village after the availability of village funds. The method used in this study is qualitative method. Sourced data gathered from deep interviews of informants who have been determined as well as the documentation of attendance in the meeting organized by the village. Data analysis techniques used in this study is descriptive qualitative. This study uses the theory of power and elite to determine the current power of village configuration after village funds. The results of the study that has been made known that presence of the village fund does not alter the excisting power configuration in Bulakan village. The presence of village funds actually reinforce the power of the head of the village. Village funds became a tool for the village elite to strengthen their power. In the policy making process in the village, actor such as village heads, village officials, or actors who have close relations with the village head still dominate. The role of the public was minimal in the policy making process. Actors involved in policy making process have different reasons. Ranging from lack of awareness of self, occupational factors and their closeness to the village fund. Keywords : power, village elite, village funds, village meeting organized
