ABSTRACT All this time, acceptability and admiration of PNPM Mandiri Pedesaan (MPd) can make us lost sight of the essence of poverty and politics behind it. Critical analysis should‘ve been made so this program‘s popularity wasn‘t becoming tricking practice that is happening behind ‗ways to interpret poverty‘. For that, benchmark that is used for interpreting poverty should be structural poverty and in micro scope. Therefore the process that is being analyzed in this writing is social changing process in structural characteristics. So it is important to prove ―how far can PNPM Mandiri MPd target structural change in order to alleviating poverty in Girirejo Village?‖ Behind above question, this study contain evaluation about PNPM Mandiri. For showing bias, this evaluation was using structural poverty ‗framing‘. Several important reasons for that are, first, poverty countermeasure was accustomed administrative procedure. Second, poverty tend to be simplified as money scarcity, hence poverty countermeasures only focus on distributing and usage of money. Third, when examined from system modeling, policy implementation rarely oversee in such detail therefore causing different outcome than what was expected. In these method, writer tried to be critical in analyzing poverty countermeasures. Qualitative methods were used by writer in the form of interview and observation. By means of micro study in Girirejo Village, it was proven that PNPM MPd hasn‘t been implemented for structural change. This can be proved by presence of gap between interventions by PNPM Mandiri for poverty in Girirejo. Several of its interventions were in the form of empowerment and distribution of soft loans, which didn‘t target in structural change. This incompatibility started with how PNPM interpret poverty as money scarcity. This simplified view lead to their countermeasures that didn‘t reach structural context. Instead of solving poverty, their strategies turned into just empowerment. Whereas what it really needed for structural change is sophisticated instrument to break the unjust structure.
