Abstract The Indonesian agricultural sectors are facing some of the worst effects of climate change. Local farmers have been changing their farming practices to adapt to climate change, but their adaptations are still reactive and private ones. It means that their adaptation is immediate response to climate change and on farmers’ own initiative. National government and provincial governments actually has made policies regarding to climate change adaptation, but most of those policies are not the answer to agricultural problem. In particular, climate change is new policy issue. It is not prominent item on local political agendas. When the governments make policies, those policies often do not correspond to the 'reality'. They are too general and abstract, so they cannot accommodate problems encountered by local farmers, who have limited resources. The main aim of this research is to get a better knowledge, from a social and organizational point of view, of governments’ adaptive capacity to encounter agriculture challenges in the face of climate change.
