Partisipasi Masyarakat dalam Penataan Lingkungan Permukiman di Kelurahan Karangwaru

Ilmu Administrasi Negara)ABSTRACK This research aims to determine forms and levels of community participation in every single stage, from planning, execution, and evaluation, and to identify obstacles to the program of community based neighborhood development in Kelurahan Karangwaru. It employed a qualitative method using a descriptive approach. The data collection techniques consisted of interviews and documentation. The research findings suggest that in general, forms of participation of the community in the program of community based neighborhood development in Kelurahan Karangwaru (in connection with development in Buntung River) were comprised of ideas, energy, and materials. Participation of the community in the said developmental activities falls into the third-level category of Arnstein’s theory, i.e. Citizen Power, which means that the community has power and is on the ladder of Authority Delegation (Delegated Control). At this level, the community is authorized power to decide developmental plans or programs that are beneficial to them, and to solve the existing problems. The community encountered problems to carry out development of the river in accordance with the design that they have made jointly. The community worked together undertaking the developmental activities in accordance with their needs because it is them who know best what they need. The obstacle faced by the community during the development of Buntung River was unwillingness of the community to participate in the activities held because of the negative assumptions which they had created on their own. Moreover, the community of Karangwaru lacked skills and abilities to plan the developmental activities, design the program, execute the program, and manage their environment. These were resulted from the community’s lack of knowledge and insights related to the said program. Besides, the community did not understand well their role in the developmental activities and thus their awareness of the development is less optimal. In addition, the availability of time of the community which makes it possible for them to participate remains highly insufficient because the schedule for the development of Buntung River clashed with the community’s work hours, which makes it another obstacle or barrier to participation of the community in the developmental activities. Based on those findings, the following recommendations are proposed: It is necessary to carry out institutional strengthening, community participation needs to be strengthened, knowledge and abilities of the community need to be improved through counseling and education, the community is expected to participate in any forms of activities held, and the sense of belonging towards developmental products needs to be enhanced.
