Tingkat Compliance Indonesia terhadap Implementasi ASEAN Tourism Strategic Plan I(ATSP I)

ABSTRACT Tourism in Southeast Asia is a potential sector to be developed. Through ASEAN Tourism Strategic Plan I (ATSP I) 2011-2015, ASEAN formulated set of regulations regarding tourism development. It consists of three strategic directions which is divided further into eight strategic actions. Each member state was expected to adjust its domestic policy on tourism based on those programs. However, in responding the existence of ATSP I, Indonesia tended to neglect which indicated the low level of compliance. Indonesian decision for being non-compliant was based upon some reasons. The programs carried out by ATSP I was irrelevant with the condition of Indonesian tourism back then. Indonesia perceived ATSP I was more suitable for ASEAN countries who just begun to develop its tourism sector. Moreover, through intensified role of government, Indonesia had conducted similar regulations with ATSP I programs before its official establishment in 2011. Most of programs had been well implemented. Furthermore, within the period of ATSP I, Indonesian Ministry of Tourism was under control of two ministers, Marie Elka and Arief Yahya, who had different focus from ATSP I regarding national tourism development. Almost none of their programs was based upon ATSP I. Lastly, huge regional agenda in establishing ASEAN Community 2015 had completely taken member states’ attention in preparation process since it is more legally binding in comparison to ATSP I. In consequence, ATSP I became less powerful than ASEAN Community in forcing member states to comply. Keywords: ATSP I, tourism, Indonesia, compliance
